- Not so good governance -

Early Times Report

Jammu, Apr 24: Apparently succumbing to the god fathers of mushrooming 'transfer industry' in the state Mufti Mohd Sayeed led alliance govt Friday set a new benchmark of good governance in the interest of administration by issuing mass transfer orders of 226 officers of the Revenue department in the absence of cabinet minister and without taking consent from the junior minister as well.
Ironically the long transfer list, which has come under cloud on the same day it was made public, was released at a time when the Cabinet Minister holding the charge of Revenue Department Javaid Mustafa Mir was away on a personal religious visit abroad.
In his absence even the MOS Revenue department Sunil Sharma was kept out of the loop by the high profile 'babus' of the Revenue department in the office of cabinet minister.
According to highly placed sources, recommendations made by the MOS Revenue were also thrown in to the dustbin ahead of preparing the transfer list in the absence of the cabinet minister and was released in his absence too. The manner in which the entire process was completed has raised several question marks over the working of the Revenue department. It is not clear actually who is calling the shots in the Revenue department and is so powerful that laid down procedure for carrying out these transfers were bypassed and violated.
According to highly placed sources before the said transfer list was released a senior female officer in the Revenue Ministry was pressurised by the officers of the personal section of revenue minister to sign on the dotted lines.
It is when she refused to sign the doctored transfer list hue and cry was raised by the blue eyed boys of the Revenue Minister.
According to reports the female officer was verbally harassed by the deep rooted nexus of babus running the transfer industry.
Insiders in the Revenue department also claimed back door recommendations were entertained by the same officials to accommodate the chosen ones before finalising the transfer list. It remains to be seen whether Chief Minister Mufti Mohd Sayeed would take note of the deep rooted cocus of babus running the trasnfer industry or allow them to spoil the image of his govt too.
