| If any one in the world devastated by the horrible and turbulent happenings of the last two and half decades, the Kashmiri Pandits community is top of the list which unfortunately has not been taken seriously neither at national and international level nor by national political parties and Government of India in particular.
The return plan of displaced Kashmiri Pandits which is topic of the present days, KPC would like to say the whole return plan of K.P's seems to be uninspiring and confusing one. Most importantly it has no inputs from the displaced people for whom it is meant for.. Therefore, this return plan has no takers and is likely to fall through like earlier plans. Any plan that concerns the lakhs of displaced people should have been framed with their active collaboration, consent and inputs, which is totally missing at all. There should have been formation of an Apex Committee of genuine leadership of Displaced Kashmiri Pandits by the Govt. to interact and shape up the rehabilitation formula as per their wishes and aspirations and not on dictates from any other quarters.
Before shaping this return plan, the important requirement was to look in to their aspirations as well as an environment they are being asked to rehabilitate . It is very important to note that displaced K.P's in general do not still feel secure to live in the valley. It is not only physical security that is at stake, the important fact is adjustment in the new neighborhoods and with new generation to whom they are not introduced at all after their scary exodus more than two and half decades back.Perhaps much of this fear and security can be lessened if the Muslim society in the valley decides to cooperate in this process. Can they announce their willingness to welcome the Kashmiri Pandits back cutting across all shades of political and social opinions and threat of terrorist gun and return their land and houses taken under distress sale and through gimmicks. Unfortunately there is no such mood and temper in the valley at present. Contrary to it anti- national, anti India, anti Armed forces demonstrations, violence's and hartals are going on regularly. Killing of civilians as well as army personals continues.
Besides, none of the separatist leaders, nor any group of intellectuals, NGO's, or political parties of the valley are in a mood to allow KP,s to live as per their wishes in safe and separate zone of Kashmir valley.
No doubt by virtue of this return plan, we could come physically closer with Muslims neighbors, but mentally we would continue to be distant from them because they all most all have anti Indian feels infused by pro-Pak and anti Indian elements and are subscribing for the cause of so called Azadi, Pakistan. While as we the KP's have left our homes and hearths and not joined their rank and files for the sake of Indian nation. This is because we are true Indian nationalists and wish and work for national peace, harmony and unity. Hence, we both are pools a part from each other.
KPC is of the firm opinion that, let Govt. of India and J & K state Indianise the situation and atmosphere of the valley by arresting and Killing the anti-Indian and pro-Pak virus then ask Kashmiri Pandit to return valley to live in that indianise atmosphere having free flow of Indian constitution. Can India do that?
If so, we do co-operate with Government of India for the same. Otherwise the forcible return of weak displaced K.P's in pro-Pak atmosphere would prove disastrous and succumbing of KP's to join their movement, can not be ruled out.
One more important thing is where K.P's would return. In Srinagar 80% of Kashmiri Pandits houses have been sold off under distress sale and fifteen-sixteen hundred houses in Srinagar are under the occupation of Kashmiri muslims and security forces who are not in position to vacate immediately due to security and other reasons. In villages and towns 85% of the agriculture and other land has been sold under distress sale. Then what is logic behind to sending the K.P's back to their villages and towns, where they have no land to cultivate or house to live in.
A villager can not live in the village until he has his own land, trees, and orchards to cultivate. Therefore, declaration of distress sale as null and void, was of paramount importance to think before about the return of K.P's to their homes and hearths in the valley. Can state/Centre Govt. do that?
In case of this return proposal of KP's, the Kashmiri Muslims in general and separatists in particular are a factor to reckon with, after all people have to live with the people over there and that too in harmony and peace? Has the culture, of coexistence returned? . Are Kashmiri Muslims really sincere and ready to accept Kashmiri Pandit in the valley, when they in general says that they achieved nothing out of this so-called struggle, lost the life of lakhs of kashmiri people, but succeeded in throwing out KP,s and other nationalists from the valley. Has any mechanization drawn-out and measure taken so as the ugly incidents like Wandhama,Nadi- Marg, Chatisingpur and others are not to be repeated again .
Is Govt. of India and state Government are fully convinced that virus responsible for K.P's mass exodus, death and destruction has dead down. Has Govt. initiated confidence Building measures among KP's to mould their opinion for return to Kashmir Valley and listened their logics and reasons in this regard. After all they are basic sufferers, nationalist forces and assets, who needs to be protected and preserved. They are not anti-Nationals, pro-Pak or liability to be thrown away.
In previous times slogans in valley like Hindu-Muslim-Sikh-Itihaad was back-bone of the Hindu-Muslim Sikh unity. But now present scenario is total different, nomenclature of even religious places like Shankaracharya, Hari Parbat, Anantnag, Sahar-e Khass and other places got changed into Muslim names. Under these circumstance, it is very difficult for K.P.'s to live in the valley at segregated places. Can Govt. of India and state Government reverse such trends in the valley, perhaps not.
Another important thing is quite dialogue through track-2 as well as through foreign ministry going on between India Pakistan and separatists over Kashmir... All are expecting some unique solution would come out from this dialogue today or tomorrow, Then why hurry, advisability is to wait for the out come of the said dialogue, then to move KP's return formula. most important issue is, If any concession like Autonomy, self rule, irrelevant borders, joint control, which has already rejected by the KP's, is granted to them, then there is no logic for K.P's to even think of return to the valley, but to grant them Kashyap Home land with free flow of Indian constitution at the land of "Kashyap".in Kashmir valley. |
