Mere 10 percent weightage to Practical competence reveals RTI
Appointment of MGNREGA Data Entry Operators

Srinagar, Apr 27: RTI query has revealed that authorities of Rural Development department kept mere 10 points out of 100 for the practical test meant for appointment of Data Entry Operators under centrally sponsored scheme MGNREGA. Government recently conducted exams for the said posts and the appointments have also been made, but many aggrieved candidates are alleging that favoritism and corruption has superseded the merit.
Details available with Early Times reveal that out of 100 points 50 points have been kept for basic qualification (10 +2) . For computer knowledge and test the Rural development department kept 30 points but out of these 30 points mere 10 points have been kept for the practical test of computers. In addition to it 20 points were kept for viva / interview.
Muzaffar Ahmad Sheikh an aggrieved candidate from Dreygam Budgam who sought these details under RTI from ACD office Budgam argues that authorities should have kept at least 50 points for practical test instead of mere 10 points.
"This is a technical job and the authorities should have checked whether the candidate is familiar with data entry operation or nor , what is the fun of giving 50 points to basic qualification (10+2) ? For instance If a candidate has secured 90 % marks in 10 + 2 exams but is not at all familiar with Data Entry work , he would still be selected for the job . Will this candidate do justice with his work I want to ask the authorities ? " said an aggrieved candidate Tariq Ahmad of Baramulla.
The candidates have appealed Rural Development Minister Abdul Haq Khan to intervene and declare all the selection process null and void so that a fresh selection process is made wherein practical tests would be given much weight age.
Pertinent to mention that Government of India's Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is falling apart in J&K as hundreds of technical posts to undertake different tasks under the law are still vacant. The internal audit conducted by State Employment Guarantee Council, Department of Rural Development had painted a grim picture of the much-hyped Act and its implementation. The details of MGNREGA works done in various blocks of J&K are hardly uploaded on the national NREGA website (www.mgnrega.nic.in) . Even the details of Indira Awaas Yojna (IAY) which is a rural housing scheme for homeless people is also not uploaded properly on the national IAY website and the reasons for these details are non availability of the technical staff in various CDNE blocks J&K . Pertinently most of the CDNE blocks in J&K have been provided Community Information Centres (CIC) , board-band internet facilities but the technical staff working in these Community Information Centres are asked to some other jobs other than their own technical job related with data uploading etc.
