Impracticable for Govt to guarantee security to displaced people

When the PDP Chief and MP,Mehbooba Mufti,said during an interview on a news TV channel the other day that she was opposed to any idea of resettling the displaced Kashmiri Pandit families in either composite township or separate clusters she simply echoed the decision of the PDP led Government. In fact at one stage in the beginning of this month the Chief Minister,Mufti Mohd.Sayeed,was held responsible for making a U-turn on settlement of the displaced people in a composite township.The change of stance on the composite township was the result of some misunderstanding between the Union Home Minister,Rajnath Singh,and Mufti Mohd.Sayeed because the former had issued a brief statement in which the Union Home Ministry had claimed that the Mufti had assured Rajnath Singh that he would identify and acquire land for a composite township for the displaced people.However,the Mufti denied that he had made any such commitment.Since then the PDP leaders have been favouring rehabilitation of the displaced people in their native towns and villages fromwhere they had fled in the wake of Pakistan sponsored insurgency in 1990.In fact there are many political leaders, especially belonging to the BJP,the Panthers Party,the RSS,the VHP and the Bajrang Dal,who believe that the Mufti changed his stance under pressure from the National Conference and from the separatists.Both the factions of the Hurriyat conference besides the JKLF Chief,Mohd. Yasin Malik,and Shabir Ahmed Shah have opposed rehabilitation of displaced people in either composite township or separate clusters.And those who favour settlement of the displaced people in composite township do so for ensuring security to the minority community.
And when the same question was asked to Mehbooba Mufti she rightly said that when she or the PDP led Government cannot guarantee security to the ministers, legislators and to their selves how could the Government guarantee safety and security of displaced people if they are settled in their native villages and towns.And even the members of the displaced community may recall how their good intentioned neighbours failed to provide them security or sense of safety during the turbulent days in 1990. It is neither practicable nor possible for any Government to guarantee safety and security of all sections of people especially in a state which has been facing the menace of militancy during the last 25 years.What is intriguing and surprising is the way several separatists had lost their lives not at the hands of the security forces but were simply killed by militants who they used to patronize.Hence when separatists like Molvi Farooq,Abdul Gani Lone,Dr Qazi Nissar and several others were not spared how could one expect militants to spare the lives of people of a community who were forced to flee from their natives towns and villages in Kashmir in 1990.
The PDP leadership too has started emulating the National Conference leaders by opposing the idea of settling the displaced people in ghettos in Kashmir.How could a group of security personnel,guarding the clusters or township of Pandits,ensure security and safety of the displaced people when militants have dared to attack police stations and the Army camps ?
In the light of these developments it would be better for the st ate and the central Governments to go slow as far as the plan of rehabilitating displaced people in Kashmir is concerned.
It will be better if the state and the central Governments avoid scoring political victory over their opponents by taking some hasty decision and step on resettlement of the community of displaced people.Yes,there is no doubt that a section of the displaced people is keen to get resettled in Kashmir.But when they find that once they ar e back in Kashmir their freedom of movement,speech and expression may get jeopardised they develop cold feet.How long has to Government wait for implementing its policy on rehabilitation of Pandits back in Kashmir ? Not for long.And the Government,both at the state and the central level,need to initiate steps that could make atmosphere highly conducive for the return of displaced people.
And this can be done by ending the menace of militancy and infiltration.Let the valley of Kashmir returns to the pre-1989-1990 era which could motivate displaced people to return to Kashmir and live with their old neighbours and friends,though with financial assistance from the Government.
