SIC directs Regional Director to update website

Jammu, May 23: State Information Commission (SIC) has directed Regional Director, Survey and Land Records, Jammu to maintain official website and upload the entire information pertaining to land records within one month, under intimation to the Commission.
Taking cognizance of appeal made by Rashu Kanna, the State Information Commissioner Jammu, SK Sharma directed concerned authority to comply with the order without any delay.
According to commission’s decision (SIC/J/A/228/2014/30), the appellant apprised the Commission that Regional Director Survey and Land Records, Jammu has not updated the official website so far and has denied the general public information mandated under section 4 of the J&K Right to Information Act, 2009.
“Due to non-availability of website in the office of the Regional Director Survey and Land Records, Jammu, the general public is suffering and facing hardships in collecting the information from time to time which generally deters the public not to approach the said office as it consumes lot of time and wastage of financial resources in securing the information,” the appellant argued in his appeal.
The Regional Director, Survey and Land Records, Jammu is hereby directed to maintain official website and upload the entire information pertaining to land records within one month from the date of receipt of this order.
Earlier, the appellant had filled an RTI in office of Deputy commissioner Jammu for the purpose. “Feeling aggrieved of inaction on the part of the PIO, the information seeker also preferred first appeal dated August 27, 08.2014 before the First Appellate Authority, Office of the DC, Jammu which was disposed of vide order No.DCJ/Rdr/Rashu Kanna/RTI-Act/2014/7-9 dated 26.06.2014 with a direction to Tehsildar, Jammu to provide the requisite information to the appellant within seven days”, SIC orders read.
Further, the appellant did not receive any information from Tehsildar, Jammu and as such feeling aggrieved the appellant filed second appeal dated October 14, 2014 before the Commission in which he has alleged inter-alia that no information has been provided to him by the concerned PIO and whatever information has been furnished to him is incomplete and incorrect and not as per his RTI application.
During the course of proceedings held on April 27, responding request the appellant, the Commission directed Regional Director, Survey and Land Records, Jammu to upload the entire information pertaining to land records.
