Nirmal again lets down Jammu to please his Kashmiri masters
No one will be in secretariat to listen to woes

JAMMU, May 23: senior BJP leader and Deputy Chief Minister Nirmal Singh has yet again snubbed people of Jammu province to remain in the good books of his Kashmiri masters. He has turned so hostile to those in Jammu province who voted for the BJP hoping that their night of discontent would be over after the BJP forms government in the state or becomes part of it that he is not leaving any opportunity to teach them a lesson or humiliate them.
Nirmal Singh the other day supported the government's move to close completely the civil secretariat in Jammu for full six months - a move that would further add to the woes and difficulties of the already suffering and discriminated against people of Jammu region as they will have no other option but to spend huge money and go to Srinagar to get their work done. People of Jammu province by and large refrain from visiting Kashmir for obvious reasons.
A report has suggested that the PDP-BJP coalition government has "unofficially" and for all practical purposes decided not to keep some durbar move officials stay put at the winter capital, Jammu, during the period when the secretariat would remain functional in the summer capital, Srinagar. It was during the time of Ghulam Nabi Azad in 2006 that a decision was taken to introduce the concept of winter capital and summer capital taking into account the needs of the people and their financial constraints and the fact that the state had two capitals, Jammu and Srinagar. The practice was followed during all these eight years between 2006 and 2014 without break, but the PDP-BJP coalition government reportedly doesn't see any merit in this practice.
As per the practice, the summer secretariat/winter secretariat was to have "a staff strength of one officer of the rank of Special Secretary/Additional Secretary, two Deputy Secretaries/ Under Secretaries, Section Officer/ Head Assistant/ Senior Assistant/ Junior Assistant (total four), two Stenographers and five Orderlies". According to this practice, schedules used to be issued to ensure the availability of at least one minister in the summer Secretariat, Jammu, on a "rotational basis" and the vice-versa.
If one goes by a report, then it can be said without an iota of doubt that Chief Minister Mufti Mohammad Sayeed has kept Nirmal Singh in the loop. In fact, Nirmal Singh has been quoted as saying that "the government and its ministers are constantly in touch with the people in Jammu and there is no such complaint of sufferings because of non-establishment of summer secretariat" and that "the government is looking for some better substitute to ensure proper attention to public issues round the year in Jammu as well as in Kashmir".
Why is Nirmal Singh snubbing, humiliating and ridiculing the people of Jammu region again, again and yet again? What crime have they committed which have made Nirmal Singh and the BJP to adopt a very hostile attitude towards them? Why are they punishing them? Will someone in the BJP explain why it and its ministers are surrendering everything to Kashmir?
