Inquiry establishes irregularities

Srinagar, May 25: Though not for the first time, embezzlement of funds and irregularities have surfaced in DDK-RNU Srinagar.
The former Director of Prasar Bharti in his inquiry report has exposed embezzlement of funds and massive irregularities by the concerned officials from time to time.
Documentary evidence in possession of Early Times reveals that after repeated complaints of embezzlement of funds and irregularities, Prasar Bharti authorities in Delhi appointed one former Director A.A Rao to inquire into the matter.
Rao in his inquiry report No 1440 dated 06/08/2012 established prima facie irregularities in production of current affair programmes by DDK, Srinagar. Rao categorically mentioned that "DDK, Srinagar has no guidelines in place for booking of casuals for different categories of services required for current affair programmes which as discussed in the inquiry report leaves scope for unjustified payments."
He mentioned that "list of payees did not indicate the services provided by them for different current affairs programmes which point to shoddy deals. "Enhanced payment to Shakina Akhter did not have the required approval. In charge officer is constrained to infer that an effort was made to conceal information that has the potential to subvert the process of inquiry," Rao added.
He said one MS Tahira Mir does the narration and payments are drawn in her sister's name and head office was specifically asked to throw light on how the father's name and residence of Shazia Mir and Tahira Mir could be the same and this was not done.
"Head of office did not categorically deny any irregularity in the alleged fictitious payments in the name of Shazia Mir," he said in his report. Pertinently as per the inquiry report the then Director General Prasar Bharti designated A.A Rao to probe complaints about embezzlement of funds in current affairs programmes, check guidelines for empanelment of persons for various categories of Services, their bank accounts details and contact numbers of all persons serving different current affairs programmes, individual-vise payments made to different casuals in last three financial years, that is from 2009 to 2012 and details of mechanism in place with DDK, Srinagar to ensure transparent assessment of performance of casuals for their up gradation.
In the concluding chapter of his inquiry report, Rao mentions thatin payments to Shazia Mir and from the response received from Head of office DDK, RNU, Srinagar "there is merit in complaints of irregularities in Production of current affairs Programmes by DDK, Srinagar." Sources in DDK,RNU informed early times that all the blue eyed people who were appointed by former directors in violation of norms as casuals continued to receive contracts after contracts from Prasar Bharti to work on different fronts despite having no required professional degrees, while as professionals continued to suffer as they are sidelined every time.
Repeatd attempts by early times to contact Director General (DG), Akshat Rawat went in vain.
