'Blue eyed' Urdu Coordination employees transferred against Law officers' posts
'Unlawful 'postings in Law Department

Jammu, May 25 : Some blue eyed employees of Urdu Coordination section of Jammu and Kashmir Law department have reportedly been transferred against the posts of Law officers in civil secretariat, evoking resentment against cadre officers.
Sources informed Early Times that Jammu and Kashmir Law department has three types of service cadre employees, including Law Officer Service, Legal Service and Urdu Coordination. The office of Urdu coordination office is outside the Civil Secretariat while the Law officer and Legal service employees remain in civil secretariat Law section. "Few days back, an order was issued by Law department, according to which three Assistant Draftsman of Urdu Coordination section were transferred to civil secretariat against the posts of Law officers", sources said.
These Law officers are Assistant Draftsman of Urdu coordination section of law department including Manzoor Ahmed Lone, Mudassir Maqbool Bhat and Wasim Showkat Bhat, who are now posted against Law officers.
Sources alleged that generally the Urdu coordination officers were not transferred against Law officer posts, but some employees who enjoyed political or bureaucratic patronage, could get adjusted. "The Assistant Draftsman in Urdu coordination is a simply employee but once he become Law officer, he is made Law officer of some department, his/her importance added up and he/she become total incharge of that particular department, for addresal of all legal implications", he said, adding that only to attain such important posts, Assistant Draftsman tried their best to get adjusted against such posts.
An official of Law department said that there might be shortage of Law officers but there were a large number of Law officers, who have been working in field departments, rather than in Civil secretariat and their services can be used.
One such Law officer, sources said, is Zahid Ahmed Shugoo, who was working in Service Selection Board (SSB) but only after three months of his posting, he was transferred to Jammu and Kashmir State Electricity Regulatory Authority ((JKSERA).
Sources further said that Zahid Ahmed was not an isolated Law officer but a large number of Law officers have been serving in field rather than in civil secretariat.
"Instead of using their services, Assistant Draftsman have been appointed against Law officer posts, which is injustice with Law officers", sources said.
Secretary of Law Department, Mohammad Ashraf Mir said that the Urdu coordination section officers could be transferred against the Law officer posts. "We have shortage of Law officers and many of them have been catering the works of more than two departments, so the Urdu Coordination employees have been transferred", he said.
