A few takers of Ikhwani era in Valley

tion that terrorists be killed by terrorists because people in the valley are averse to this plan. Politicians may also not like to become a party to the revival of what one calls Ikhwan era. Ikhwan force, popularly referred to as the Ikhwan and locally known as "naabedh", is the name of a pro-government militia in the state of Jammu and Kashmir, composed of surrendered militants.They were paid and supported by security agencies to counter the militant groups operating in the state for the separation of Jammu & Kashmir from India. In year 1995 many people quit militia organizations like Hizbul Mujahideen because of mindless bloodshed prevailing across the region, ex militias were also offered lucrative rehabilitation packages by the government .
In fact in late 90';s Ikhwanis had earned displeasure of people in the valley on two counts.First a number of Ikhwanis,engaged by the security agencies for eliminating terrorists, were found to be involved in various extortion cases.The result was that a number of Ikhwan activists earned money through extortion.Secondly,they killed a number of innocent people and those against whom they wanted to settle old scores.And in the process majority of people who had reposed trust in Ikhwanis believing that they alone could end the menace of militancy felt disappointed over their activities.And a number of militants started attacking the family members of those Ikhwanis who were indulging in extortion and were responsible for killing of innocent people.Gradually the Ikhwanis lost peoples'; trust and confidence.The result was complete anger against Ikhwanis and their leader Kukka Parrey,who had ,at one time,won the Assembly election from his home constituency ,Sonawari,in 1996.However,he was later killed by terrorists. Hence if the PDP leadership is critical of the Defence Minister';s idea it is the result of the bitter experience of the past.What guarantee Manohar Parrikar can give to people that raising a group of terrorists to eliminate terrorists does not indulge in loot,extortion and killing of innocent civilians ? Well Parrikar cannot give any such gurantee because once a boy holds a gun in his hand he becomes a law upto himself.Even the most disciplined members of the Village Defence Committees were also held responsible for killing of innocent civilians or were involved in some extortion cases. Instead of thinking of raising groups of terrorists to eliminate real terrorists the Defence Minister should think of a new plan to end the menace of militancy. He can consider one such plan which involves rising of a new regiment comprising able bodies youth belonging to Jammu and Kashmir.Men of this regiment be imparted arms training so that they could handle sophisticated weapons.Men of this regiment should be kept under the command of one of the Corps commanders so that these men remain answerable to the higher authorities.Their job should be only to identify and eliminate a militant. Parrikar can experiment with this idea.
