J&K and PoK, an analysis

Kashmir has
been an issue of
fiery dialogue between India and Pakistan for past 67 years of our independence. Because of this bitterness and the resulting turbulence, both the countries have fought three wars. Millions of precious souls were lost in these armed and government and private property damaged. And, now the ongoing proxy war has appeared as the greatest impediment in the way of progress of both the countries. Even after 67 years of our attaining sovereignty, we are at same place from where we started because of abhorrence in hearts and terror campaign on ground. It would not be erroneous to say that our blood is cheaper than water because first we scarified it while fighting against Britishers and now, we are wasting it by combating against each other. This story dates back to 1947 when after the end of one hundred years of brutal confrontation with Britishers, India and Pakistan gave a start to an era of unending war on Kashmir issue. It was the time when Pakistan attacked J&K under the guise of tribal Pathans on October 20, 1947. J&K was a Muslim populated princely state ruled by Maharaja Hari Singh but he was not strong enough to face the invasion of tribals, so he decided to join India on October 26,1947 after signing Instrument of Accession. But until then, Pakistan had succeeded to grab 35 pc of Kashmir which is known as Pakistan occupied Kashmir (PoK). Though U N security council resolution of April 1948 had suggested plebiscite for people of Kashmir but only after Pakistan vacates the whole area. On the other hand, Pakistan under the ravenousness for a piece of land breached her part of contract and hanged Kashmir between India and Pakistan.
Pakistan kept conspiring to trigger trouble in Kashmir after the 1987 assembly elections and left no stone unturned in exploiting the unrest which arose due to agitations in the valley because of the alleged rigging in elections. Pakistan has been very unfriendly towards the Kashmiri people by dragging them towards the glooming world of intimidation, bloodshed, poverty, unemployment, trauma, disquiet and melancholy without realising for a moment about the pathetic condition of PoK which is under its illegal control. Those who live in the castle of glass never fling stones on others but it is very apologetic that the Pakistani administration has not been prudent enough to comprehend this for past 67 years.
Following are some of the points of contrast between J&K and PoK with respect to infrastructure, economy, literacy, employment and export. This would enlighten the minds of our Kashmiri leaders and youth to choose their healthier and secure future.
(1) Infrastructure
So far as the development of infrastructure in PoK is concerned, nearly 88 pc of its territory means 2.9 million people live in rural areas and depend upon forestry and agriculture to earn their livelihood. In addition to this, rotten condition of PoK is also confirmed by world bank report of 2002. On the other hand, despite several terrorist attacks on government and public establishments, Kashmir has reached up to the status of 1st class city with well developed roads, bridges, banks, government offices, schools, colleges and universities. This all become possible due to uninterrupted assistance of central government as a report reveals that between 1990 and 2002, the centre paid J&K Rs 2,432.59 crore as a grant in aid. In addition to this the state has received the lion's share of central resources- over Rs 35,571,3 crore since the onset of insurgency. It is surprising that J&K's own income is not ample to pay the wages of its employees without the centre's help.
(2) Literacy
Pakistan succeeded to give literacy to only 48 pc of inhabitants of PoK during the past 67 years. On the other hand, people of J&K are more literate. As per the 2011 census, J&K's literacy rate was over 68 pc. According to rough estimates, it has now crossed 75 pc. As we all know that the schools in the valley remain closed for major part of academic session, sometimes due to terrorist attacks and sometimes due Geelani's bandh calls but despite this, the literacy rate continues to register a rise because time and again the central government has tried to make the atmosphere conducive for students and funded adequately for the construction of school buildings so that future of the country (students) may not suffer by remaining illiterate. Time and again the government has reconstructed damaged bridges so that students of far flung areas could reach their temples of learning. The government has time and again also accelerated the edification procedure so that no one should remain untaught.
(3) Poverty
People of PoK are poor than the inhabitants of Kashmir. Written records reveal that in J&K, the level of people living below poverty has dropped from 24.24 pc in 1980 to mere 3.48 pc.
(4) Employment
If we talk of employment, PoK is far behind J&K. In PoK, reports suggest that about35 pc to 50 pc youth are unemployed. What agonises is that despite these realities of underdevelopment in Pakistan and PoK, separatists have been showing their affinity with Pakistan. One fails to understand why they have been doing so. A place, which is unable to bestow a safe, sheltered and affluent ambiance upon its own people, cannot boast of the progress of its people. A place which even after 67 years has failed to give fundamental rights to the people of its colony (PoK), how could it will accomplish the dreams and aspirations of the people of Kashmir?
Kashmiris must understand that Pakistan is luring them all towards mirages and as we all know that mirages are not water but counterfeit images of water. So, do not dash behind mirages otherwise your future generations will never pardon you for this ailing atmosphere, which you would leave in inheritance to them.
