Apex Para Medical Institute Doda dupes students, provides fake diplomas

Jammu, May 27: Asrariya Para Medical and Research Institute, an unregistered apex para medical college which has established its branches in Doda and Kishtwar has put the career of hundreds of students at stake as the college management has failed to deposit the requisite fee towards Hospital Development fund (HDF). Sources told Early Times the institute failed to deposit the HDF following which government did not renew the No Objection Certificate and both the branches of the institute are running illegally. The matter came to fore when the victims applied for various posts in district hospital Doda wherein the authorities declared their certificates as fraud and invalid, beside the scandal worth crores of rupees also surfaced which required a detail probe either through Crime Branch or State Vigilance Organization (SVO).
As per the details available with "Early Times", Apex Para medical institutes in Doda are running illegally and unauthorizedly for the past four years and the principal of the institute is issuing fraud and fictitious diploma certificates to the poor students.
The institute provides the certificates/diploma of Sai Institute Karnatka which was black listed by the state health department. As per the guide line, the Para medical institutes have to deposit Rs. 50,000 as HDF for hospital sanction and Rs. 5000 per students towards HDF per year as clinic training fee, but the institute deposited minimal fee district Hospital Doda and embezzled lakhs of rupees with active help of the authorities of District Hospital Doda. As per the government order No. 86 of 2008 dated 25-1-2008, the institute cannot run without completing the codal formalities and NOC from the competent authority, but to the utter surprise the institute is running without NOC and other formalities since 2011 onwards.
Moreover, the institute has also failed to submit the account audited by Charted Accountant to President State Paramedical Counsel (Principal GMC Jammu), besides it has also failed to submit the income tax return and balance sheet resulting in heavy loss to the state exchequer.
In 2008 government accorded sanction for 25 seats of Pharmacist, 25 seats of MMPHW and 30 seats of MHPW in favor of Apex Para medical institutes circular Road Doda, the seats were increased up to 120 but the institute admitted hundreds of students in addition to the sanctioned strength and in order to accommodate the excess number of students, the institute provided the students fake certificates as well the diploma of black listed institutes including that of Sai Institute of Allied Sciences Karnatka. The owner of Apex Para medical institutes in Doda started another institution on the name of Asraria Para Medical and Research Institute Kishtwar in 2013 wherein the owner provided certificates/diploma to many students who even did not undergo any training course.
In reply to the RTI filed by some locals in 2013, it came to fore that vide letter No. 2463 dated 23-03-2013 issued by Medical Superintendent District Hospital Doda the management of Apex Para medical institutes in Doda deposited only Rs. 10 lakhs ( 1.50 lakh in 2010-11, 4 lakh in 2011-12 & 4.50 lakh in 2012-13) towards Account No. 13412 (HDF account of District Hospital Doda) where as in actual the institute had to deposit approximately Rs. 54 lakhs till 2014 since then the institute is continuously admitting the students and Doda Hospital is training the students enrolled in the institute illegally.
As per communication No. 485-88 Dated 18-06-2014, the Medical Superintendent DH Doda addressed to Principal Apex Para medical institutes in Doda and asked him to deposit Rs. 43.20 lakh within two days, but same is yet to be deposited even today.
To the utter surprise, the Medical superintendent in reply to court OWP No. 200/2014 titled Ghulam Mohammad Magrey V/S others on 02-04-2014 stated that the Institutes are admitting the students in excess and is sending them for training at District Hospital Doda without his knowledge, thereby causing indiscipline and huge loss to government exchequer, but Medical Superintendent DH Doda did not name any of his employees who are hand in glove with the institute and are facilitating the extra students in DH Doda for training purpose. While talking to "Early Times" the aggrieved students who had received fake diplomas from the Apex Para medical institutes in Doda said that they knocked at several doors for seeking justice and punishment to the culprits involved in spoiling their careers, but nothing was done till date added that they are now hoping that Chief Minister Mufti Mohammad Syeed would initiate action against the owner and Principal of the Apex Para medical institutes in Doda and would refund the money taken from them by the institute management. They said they had also approached the Deputy Commissioner Doda Bupinder Kumar a few days back, added that DC Doda also assured them that he will take action against the erring institute management, but the details of any initiative taken by DC Doda in this regard is yet to be known.
