Separatists thrive on political & Administrative inertia in J&K | | |
As a result of lack of coordination be- tween the BJP and the PDP,that share power in Jammu and Kashmir, separatists and militants seem to have become more active than they were till the formation of the Government led by Mufti Mohd.Sayeed.One has no reason to suspect the bonafides of Mufti Mohd.Sayeed who is keen to provide a stable and corruption free Government to people in the sensitive state. But he seems to have been dwarfed by the growing conflict between the BJP and the PDP. Owing to lack of coordination and cooperation between the BJP and the PDP the state has been plagued by what political analysts call administrative inertia and political paralysis. And the separatists and militants have started taking undue advantage of this administrative inertia. Now that the coalition Government is due to complete 100 days in office within next 10 days there does not seem to be any sign of a purpose for which the alliance had been hammered out. There are politicinas who believe that the alliance had been forged simply to share power.Whatever may have been the reason for framing the alliance between the two parties that are miles apart in their ideology and political outlook the experiment is yet to bear the fruit. And if the Education Minister,Naeem Akhtar, who is considered to be the most trusted man of the Chief Minister, feels upset over the turn of events in the Kashmir valley in recent weeks he should not be faulted. In fact he is right while expressing dismay over the latest incidents of violence in the Kash mir valley. The government has said "such acts are aimed at subverting political and economic stability" in the state."The violent incidents at Tangdhar along LoC, Yaripora in district Kulgam and Sopore in district Baramulla are a grim reminder that the elements inimical to peace, are out to undermine the efforts of the democratic forces in Jammu and Kashmir which are aimed at bringing political stability and economic prosperity to the State," Education Minister Naeem Akhtar has said in a statement.Seven persons including four army personnel and two militants were killed in the three incidents of violence in the Valley yesterday. As long as the PDP and the BJP continue to be engaged in a tussle for supremacy governance is bound to suffer. In fact people had voted for BJP and the PDP simply to achieve their objective for a change, change for better. But people, especially in the Jammu region, feel disappointed. What is then the remedy ? Simple. Senior leaders of the BJP and the PDP need to have a series of sessions with a top most BJP leaders from New Delhi acting as an observer or a coordinator.Since the two have not been able to abide by the spirit and contents of the Common Minimum Programme or the Alliance Agenda the two sides can make a fresh beginning with a list of do's and don’ts.Let the BJP leaders stop talking about or raising the issue of abrogation of Article 370.Let the PDP stop talking about the withdrawal of the AFSPA or on the issue of vacating the Tatoo grounds that has been in the occupation of the Army for the last several decades. Let the BJP leaders stop seeking state subject status for the refugees from West Pakistan. These issues can wait but good governance cannot. Therefore,it is mandatory for the PDP and the BJP to work out a new schedule for strengthening the alliance so that the Government's writ runs across the state.Once people realize that the Government has settled and has started initiating measures for resolving the problem of unemployment, corruption, energy shortage, and economic difficulty separatists and militants are sure to fall in line. These separatists and militants may not dare to take up cudgels with the Government. But if the PDP leadership believes that wooing separatists is better than annoying them it is mistaken. |
