Jammu, May 28: Anarchy is prevailing at Central University of Jammu, where norms have been violated to distribute jobs. Moreover the criteria for filling up the posts has not been made public till date.
Sources told Early Times that instead of serving its purpose the CUJ has proved placement hub for relatives and friends of those who are at the helm of affairs.
"In the first phase of appointment of assistant professor, associate professor, professor in different departments, appointments were made in gross violation of notified advertisement. For the appointment of Assistant professor and Associate Professor University violated its own norms in violation of the UGC/MHRD guidelines for short-listing and selections", sources said, adding that the malafide criteria was formulated only to ensure selections of a few blue eyed person, which could be gauged from the fact that maximum weight-age of 50 percent was given to interview performance.
"The break-up of the criteria/point system followed for Assistant professor Ph.D with NET/JRF 15 points, M.Phil with NET/JRF 15 points, NET 10 points, interview 50 points, PG and UG percentage 15 and 10 points respectively, while three points for research publication and two points for experience. For Associate professor the university has fixed the criteria that at least one PhD should be awarded under the guidance of perspective candidate to become eligible for the post of Associate professor besides having relevant experience and published work", they added.
"Again the university has violated its laid down criteria and recruited a blue eyed person against the post. Under the guidance of same candidate not even a single scholar submitted PhD/MPhil under his/her guidance till last date of submission of application forms, even during the interview no PhD was awarded under his/her guidance", sources said, adding that the same candidate was not having the relevant experience as Assistant Professor as he/she joined as Assistant Professor at University of Jammu in July 2008 and Uttrakhand open university in 2013.
In the second phase, for posts of Assistant Professor, Associate Professor and Professor in different departments university changed the criteria for short listing and selections again to favour a few blue eyed persons.
"Appointments were made in gross violation of notified/ laid down norms. For instance, in department of environment science vice-chancellor appointed batch-mate of OSD (Administration) for a period of five years without facing the selection committee", they added.
They said that it has been done to favour the concerned person as he is not from the discipline of environment science. "The professor has been given charge of HOD as well as Dean. Interestingly, the same professor was involved in the selection process during first phase and second phase also. In the same department the concerned fellow was able to manage the selection of his wife as Associate Professor in the department that too without facing the selection committee, interestingly, she too was not from environmental science discipline", the sources claimed.
"The university filled post of Assistant Registrar without notifying either the criteria used for short-listing and list of short-listed candidates on its website or through public advertisement. The candidate who was appointed as Assistant Registrar on deputation from university of Jammu used to work as computer operator in JU", the sources alleged, adding that the same individual was involved in formulation of criteria for short-listing and selections and as well as identification of experts for interview.
"University invited the same experts who were part of formulation of short-listing criteria", they maintained.
They said that those who were appointed in violation of norms are trying their best to impress Vice-Chancellor, Prof Ashok Aima. "Now VC should act against the misdeeds of his predecessors to maintain the credibility of CUJ. Some people are trying to influence the VC, if they succeed it would prove disastrous for the varsity", they added.
