Norms flouted in appointment of Inspectors in I&C Deptt; CIC shoots notice | Mismanagement, Favouritism by SSRB exposed | | Early Times Report Srinagar, May 28: The Chief Information Commissioner (CIC) G R Sufi has caught J&K State Services Recruitment Board (JKSSRB) on wrong foot as the selection of Inspectors in Industries & Commerce Department has not been made as per the guidelines issued by the Industries & Commerce Department. Details available with Early Times reveal that one Syed Mubashir Afaq, a resident of the Litter Pulwama had filed a complaint before State Information Commission (SIC) against the order passed by PIO, JKSSRB, Divisional Office, Srinagar, in compliance with the Commission's order dated: 23-10-2013, passed on 2nd appeal earlier filed by the information seeker. The complainant in his complaint had stated that the information so provided to him was incorrect and misleading . He further submitted that wrong selection has been made by the Service Selection Board for the post of Inspector Industries & Commerce Department . PIO vide his order dated: 04-06-2013 submitted that selection has been made strictly in accordance with the prescribed qualification. During the case hearing at State Information Commission (SIC) on 18.5.2015 at Srinagar , the Chief Information Commissioner (CIC) G R Sufi while going through the records found that a list of vacancies of the different categories for various posts was forwarded to JKSSB by Industries & Commerce Department, Civil Secretariat vide letter No. IND/DOH/34/2008 dated: 25-01-2011 for recruitment process. Inspector Industries & Commerce was one of these posts, for which the complainant Syed Mubashir Afaq had also applied. The qualification prescribed for the said post was Commerce Graduate with Diploma in Industrial Cooperative Management from recognized institute. Complainant had raised the issue that the provisionally selected candidate namely Junaid Kaiser was not having Diploma in Industrial Cooperative Management prescribed for the said post. The said candidate had only basic course in Cooperative Management. Complainant further submitted before the Commission that he had Higher Diploma in Cooperative Management, which is more exhaustive than basic course in Cooperative Management. PIO submitted that complainant's Diploma was also considered for the post, however, complainant did not figure in the merit, hence was not selected. According to the CIC's decision, " The Commission heard both PIO as well as the complainant and also examined the relevant record. Commission while examining the records found that selected candidate and the complainant did not possess Diploma in Industrial Cooperative Management, prescribed qualification for the post of Inspector Industries & Commerce . The selected candidate had Diploma in Cooperative Management while as complainant had Higher Diploma in Cooperative Management, where subject coverage is more exhaustive than basic course in Cooperative Management. Hence, it looked that selection of other candidate has not been done strictly in accordance with criteria laid down by the Industries & Commerce Department. Therefore, the then PIO, JKSSB, Mr. Mohammad Baqir is therefore required to explain why information so provided to the information seeker varies from the criteria established by the Industries & Commerce Department. His explanation should reach the Commission within 30 days of the receipt of this order. The present PIO, Mr. A.G.Zargar is to ensure the service of this order on Mr. Mohammad Baqir". |
