CDF only approved, will take time to get released as treasuries still empty | Govt move aimed at dispelling displeasure among MLAs, MLCs | | Early Times Report jammu, May 29: Even as the government announced approval of 50 percent of CDF in favour of members of legislature on Thursday , the move was only aimed at dispelling annoyance and growing impatience among the MLAs and MLCs who have been waiting for over two months to get the first instalment released. The Government is unable to do so as all the treasuries stand empty as on date due to delay in release of funds under the annual plan from Centre. Sources within the government confirmed that CDF has just been approved and it in no way means that the amount so sanctioned will be at disposal of MLAs/MLCs to be spent through district administration in their respective constituencies any time soon. Not that the delay is intentional or deliberate on part of the government but due to a situation of helplessness it finds itself in as centre has yet to release sanctioned annual plan of the state. The situation is such that it has emptied all the treasuries as a result of which even salaries to nearly 30 percent of the state employees have not been paid for two months, sources said adding most of these employees who have been denied salaries are working under various schemes of different departments. Sources further said while the CDF of members of legislature has been approved, a mandatory formal step ahead of distribution of money, the MLAs and MLCs will for now be engaged in paper work which involves writing formal letters to district authorities for any particular development work to be executed in their constituencies during the current fiscal year. The authorities, sources said have also been directed by the government to prepare estimates till the funds will be kept at their disposal for expenditure on the works. Sources said this is all paper work for now in order to avoid further annoyance of the MLAs over inordinate delay in release of CDF this year. However, in practicality, it will still take some time for MLAs and MLCs to see things happening in right direction, said the sources. Pertinent to mention is that there are 89 members in the state Assembly and 33 members in the Legislative Council for whom Rs 91.50 crore under Constituency Development Fund for the current financial year were said to have been approved on Thursday. This amount is only 50 percent of what the members are actually entitled to as their CDF. |
