Do separatists allow New Delhi chance for adopting diversionary tactics?

Jammu, June 6: Kashmir Mirwaiz and chairman All Party Hurriyat Conference,Molvi Umar Farooq,has suggested to New Delhi to resolve the Kashmir issue instead of adopting diversionary strategy for keeping the issue under the carpet.While referring to the roar of New Delhi over the waving of Pakistani flags and over shouting of anti-India slogans Molvi Umar has alleged that New Delhi was doing so to dilute peoples' attention from the basic issue of Kashmir.
He has said New Delhi 'must shun such tactics' and start dialogue on the core issue., Mirwaiz has said that there is nothing new in waving Pakistani flags in the rallies of separatists. "Such flags were being waved in rallies since 1947. There have been slogans in rallies for many decades. Unfortunately this is deliberately being made an issue," he said. "These things are being blown out of proportion by Delhi only to divert the attention of people from basic issue of Kashmir. Delhi must admit that Kashmir is a political issue and start a meaningful dialogue."
This is the sermon from Molvi Umar Farooq to New Delhi.If he has blamed New Delhi for blowing out of proportion the issue of waving of Pak flags who is responsible for giving an issue to New Delhi which it can use for diverting peoples' attention from the Kashmir issue? None other than the separatists. None other than the militants.
When in 1988-1989 the first shot was fired by Pakistan sponsored militants in Srinagar in the shape of a bomb attack on the central Telegrpah Office and a Club, located on the banks of river Jehlum,did it not allow New Delhi to blow it out of proportion for keeping the main issue of Kashmir under the carpet ? Only Molvi Umar Farooq,who was then a 16 year old teen,can answer this question.
Militants carried out series of gun and grenade attacks in various parts of the Kashmir valley as part of their mission to liberate Kashmir from "the Indian occupation" as they used to say it.Did they succeed in doing so ? No they did not.Yes,they succeeded in killing large number of innocent men,women and children belonging to various castes and religion.Did these incidents of violence allowed an opportunity to New Delhi to handle militants and forget about the settlement of the Kashmir issue.In fact by launching a proxy war against India in Jammu and Kashmir Pakistan has forefeited its right to seek settlement of the Kashmir issue.
Later Militants banned sale and consumption of liquor in Kashmir.The result was immediate closure of liquor shops.It was followed by banning cinema theatres.The result was all cinema halls ,including eight in Srinagar,were shut.It was followed by the dress code for men and women.And those women defying the dress code were attacked either with acid or with gun.Gone were the days when women used to attend their offices in jeans and others studying in colleges moving around in T-shirts and jeans.
It was followed by ban of cable operators.Ban was issued on cable operators telecasting Indian films.At one stage ban was imposed to viewing news telecast from Doordarshan.Did not these incidents and events allow New Delhi to deal firmly with Pakistan seeking settlement of the Kashmir issue.These incidents of violence coupled with ban on "all books of knowledge",ban on liquor,ban on cinema,ban on jeans allowed India a chance to secure support from the USA,the UNO and other developed nations.These developed nations refused to concede the demand of Pakistan which was trying to secure third country median or intervention in the resolution of the Kashmir issue.
And what about the armed attacks on mobile towers in which so far two people have been killed and several others injured.In fact for a couple of days cell phone services remained paralysed in Kashmir.
At one stage mobile tower owners shut down the towers when they received threats. And it took two days for the Government agencies, including the police and security forces to revive more than 600 mobile towers. This enabled people to have the benefit of the cell phone services. Did not these incidents allowed time and opportunity to New Delhi to divert peoples' attention from the basic Kashmir issue?
New Delhi has made it clear to Pakistan and to the separatists that it was ready to resume t alks for resolving various issues including the issue of Kashmir provided Islamabad and separatists created an atmosphere which was conducive for a purposeful dialogue. Hitherto neither Pakistan nor the separatists have done anything which could make atmosphere conducive for talks.
Hence there has been no progress in the resumption of talks.And separatists and Pakistan should be held responsible for it.
