Several Health projects caught in red tapism, completion of works nowhere in sight

Jammu, June 17: The lackadaisical attitude of the Health and Medical Education Department can be gauged from the fact that its most of the projects worth hundreds of crores are lingering for one reason or the other due to administrative lacunae.
Sources told Early Times that the more than two dozen of projects of Health and Medical Education Department like construction of Community Health Centers, District Health Hospitals, Sub District Hospitals etc are incomplete ranging from 5-10 years.
"Most the projects are facing issues of non-accordance of technical sanctions and administrative approvals to most of the projects, high cost of projects with limited source of funding, revision of cost due to time overrun, land encroachment issue at many locations, diversion of funds," they said.
Sources alleged that Health and Medical Education Department has shown so irresponsible attitude towards is ongoing projects that it did not submitted the Action Taken Reports of over dozen projects to the government.
"In case of Community Health Center (CHC) Ramgarh, there had been issues of diversion of funds, incomplete construction of IPD block and staff quarters and abandoning of work of IPD block even after expending entire funds against revised cost of project ", they said.
They further informed that even a case of misappropriation of funds in this connection stands forwarded to the State Vigilance Organisation for further investigation. Moreover, despite the direction from the government to Health and Medical Education Department to investigate the matter to fix responsibility of erring officials, department failed to complete the investigation.
Similarly, there had been found irregularities and diversion of funds in the execution of project namely CHC, Samba and H&ME Department; is looking into the matter for taking appropriate action against the concerned, they added.
"In NTPHC Batpora, the numerous cracks and water seepage was observed after its construction. However the H&ME Department while taking cognizance of the issue constituted a committee, to look into the lapse. The Committee recommended recovery of Rs 78 thousand from salary/ pension of erring officers of JKPCC for restoration of damages of building," they disclosed.
In the construction of District Hospital Ganderbal project, the rates of bricks had not been notified initially but latter the District Administration, Pulwama and Budgam took the cognizance.
