Aim behind AIIMS

With the written assurance by the representatives of the State Government headed by Dr. Nirmal Singh, Dy CM, Bali Bhagat Minister and three BJP MLAs to the Coordination Committee for All India Institute of Medical Sciences (AIIMS), headed by Advocate Abhinav Sharma, President Jammu High Court Bar Association which is leading the agitation for AIIMS for Jammu, the one month old stalemate over AIIMS issue ended. The chain of hunger strikes was launched by AIIMS Coordination Committee, an amalgamation of various civil society groups including members of Chamber of Commerce and other organizations. Even, the Central Government Pensioners' Welfare Association became a part and extended its support to AIIMS Coordination Committee. Various political parties like Congress and NC also held protest demonstrations against the shifting of AIIMS from Jammu to Srinagar. Not only this, NPP activists led by Harsh Dev Singh Chairman NPP and former Minister staged a Dharna at Jantar Mantar New Delhi and held a massive demonstration blaming BJP for the shameless surrender on AIIMS's issue.
The issues like AIIMS and artificial Jammu Tawi Lake are the creation of present coalition Government. Chief Minister Mufti Mohammad Syeed knew that BJP at the state level has never tasted the power and it was due to Modi wave that BJP got maximum seats in Jammu region equivalent to PDP in Kashmir Valley. Consequently, BJP and PDP which were poles apart ideologically, entered into an opportunistic power sharing agreement.
In a move to contain the political parties including Congress and NC from taking mileage out of BJP-PDP alliance and to strengthen PDP's base in Valley, Mufti soon after entering the corridors of power thanked Pakistan, separatists and militants for peaceful conduct of elections in the State. This move of Mufti astonished its coalition partner and before the BJP leadership could react, the Chief Minister sent shockwaves by releasing a dreaded militant Masarat Alam, who was arrested under PSA.
The issue led to ruckus in Parliament but the Prime Minister Narendra Modi shed responsibility by saying neither he was consulted nor informed on the issue and instead of withdrawing the support, continued the alliance. Moreover, anti India and pro Pakistan slogans with Pakistani flags are being raised in the Valley.
Even, agitation in Jammu on the killing of a Sikh youth during a protest over removal of poster of Golden Temple along with General Subhek Singh, Bhindrawale and many others, who were killed during operation Blue Star was intense and of serious nature. Such celebrations were not new for the Sikh community residing in the outskirts of Jammu and the issue was raised out of proportions. This seems to be a serious conspiracy to vitiate the peaceful atmosphere of Jammu Region. The agitation took a serious turn not only in the state, but protests and demonstration were also held at national and international levels.
The role of political parties in this issue could only be ascertained after the conduct of probe by the Division Commissioner Jammu.
Issues like establishment of AIIMS, constructing of artificial Tawi Lake and demand being raised in Kashmir about setting up of IIM and IIT in the Valley should not be exploited out of proportions. We have to be very cautious in fighting against anti-national and disruptive forces. The politicians should set aside their aim to get publicity and political mileage to capture power for the sake of unity, integrity and brotherhood in the State. It seems that those political parties which have lost their ground during parliamentary and assembly elections are busy in improving their political positions. Their main aim is not AIIMS but to consolidate their position.
Chairman of the AIIMS Coordination Committee and all members had launched scathing attack on BJP and blamed it for betraying the mandate the people of Jammu Province in both Lok Sabha and Assembly elections. BJP instead of blaming rival political parties should ask Central Government to sanction and announce establishment of AIIMS first at Jammu and then to Srinagar.
The State Government should also have included PDP members in the team constituted for signing an agreement with AIIMS Coordination Committee to win the confidence of people. The Jammu people are politically too mature that no one can befool them. Polarization between Jammu and Kashmir had already taken place during parliamentary and assembly elections in the J and K State. Already one part of the state has been occupied by the Pakistan (POK), so all the political parties and politicians should work together to safeguard the interest of the state as well as country.
The present political trend in the state if continued will lead to alienation. The central government should stick to its commitment of establishing AIIMS in Jammu and should immediately sanction the same without any delay. Why to wait for 20thJuly 2015?
However, all the political parties, civil societies and other organizations should ensure that while consolidating their political aspirations and gaining political mileage/publicity they should not sow the seeds of hatred among the people of state. Their aim should not only be the establishment of AIIMS but to maintain age old traditions of secularism, brotherhood, unity and communal harmony.
To achieve this politicians will have to play a major role. They should not be only sincere in this effort but honest as well. I recollect very frank observation made by Dr. Farooq Abdullah while addressing the captains of industries & commerce at Chamber House, Church Gate Mumbai on 18 Jan. 1983, soon after taking over the reigns of J&K as chief minister. He had said, "Should I speak as politician or an honest man." This reflects syndromes the politicians are suffering from. Therefore, politicians should be sincere from core of their heart to bring about harmony in the society.
