Probe by Audits officials in 'financial irregularities' in POs conference Legislative Assembly, Council finally get Accounts Officers 6/30/2015 11:48:35 PM Early Times Report Jammu, June 30: J&K's Legislative Assembly and Legislative Assembly which were running without Accounts Officers have finally got these much needed officials , thanks to intervention and some concern showed by the Finance Ministry following reports to this regard published last week in Early Times. Sources said in the minor reshuffle of gazetted level officers effected by the Commissioner Secretary Finance Department Navin K Choudhary ordered postings of the two AOs for the state's Legislature (both the Houses) besides transfers of other officers of the similar ranks. While one Arshid Ahmad Lone has been posted as AO Legislative Council, Bilal Ahmad Bilal has been posted as AO in the Legislative Assembly. Interestingly, the latter was earlier under orders of transfer to Directorate of Command Area Kashmir but his posting was later altered and sent to Legislative Assembly, sources said. These postings were effected in the order No. 100-F by the Commissioner Secretary in which the said officers are at serial no 1 & 4 respectively in the list having transfers of 10 officers. Sources further said the Finance Ministry has taken serious note of the fact that there were no Accounts Officers in both the Houses of Legislature for a long time consequent upon which the postings of these officers from other places of postings were ordered with immediate effect. Pertinently, ET had mentioned in its report the implications of absence of the Accounts Officer in the Legislative Assembly in particular over the years and in their place the crucial financial matters were being handled by less qualified, ineligible employees of the Assembly Secretariat. Sources within the Secretariat said the matter came up for serious discussion in a meeting called by the Finance Ministry last week in which continuous absence of AOs in both the Houses of Legislature for a long time was questioned. Director Audits and Inspections is also learnt to have attended the meeting which also deliberated upon allegations of financial bungling and irregularities reported at regular intervals in the LA under the regime of NC-Congress coalition. Sources also said that a high level probe would soon be ordered to be conducted by a committee led by Director Audits and Inspections into controversies of financial mess at the time of prestigious POs Conference held at Srinagar in the year 2010. The 75th All India Conference of Presiding Officers and 53rd All India Secretary's Conference, as the event was conducted in this name and banner allegedly saw financial irregularities by the then authorities at the helm in boarding and lodging arrangement of guests from outside the state, sources said. Pertinently huge funds were spent for the gala event for which Lok Sabha had given Rs 50 Lakhs while as the then Chief Minister Omar Abdullah had given Rs 1 cr .
