Early Times Report JAMMU, June 30: The posting of a junior IPS officer over his senior in the district police administration has badly hit the functioning of the department. The senior is not taking the orders from his junior who is holding the higher post, according to police sources. "The junior knows it that the man working under him is his senior. He is therefore not going to the two zones held by his senior so that the latter does not get upset," sources said. After the transfer of Jammu SSP Uttam Chand, additional SP (rural), Jammu, Pandey Rajeev Om Prakash was given the additional charge of the office of SSP. This is for the first time that the additional charge of SSP, Jammu, has been given to ASP, rural. Earlier, SP (south) Rajeshwar Singh was given the additional charge of the office of SSP, Jammu. The charge of the SSP's office is always given to the officer who is next in seniority to the SSP but this time the charge has been given to a junior officer. Jammu has five posts of SP - SP (north), SP (south), SP (rural), SP (SOG) and SP (headquarters). Two of them are promotes. Of the remaining three posts, one is vacant since January last. Now, two officers- Uday Bhaskar Billa and Pandey - are left. Bhaskar, who is 2009 batch IPS officer, is senior to 2010 batch IPS officer Pandey. Bhaskar is also holding the additional charge of SP (south). Sources said the department work was badly suffering due to the posting of Pandey over Bhaskar because he is helpless to give orders to his senior.
