SRINAGAR, June 30: The additional charge syndrome has eaten the very vitals of the governance in the state and the present dispensation is following the footsteps of its predecessors in this regard.
The General Administration Department (GAD) issued an order today under which Commissioner Secretary, Housing and Urban Development Department (H&UDD) Bipul Pathak has been assigned the charge of Director Urban Local Bodies Kashmir. The post of Director Urban Local Bodies Kashmir was lying vacant after Hilal Ahmad Parray was elevated and posted as secretary in the department of cooperatives.
"In the interest of administration, it is hereby ordered that Bipul Pathak, IAS (JK:92), Commissioner/ Secretary to the Government, Housing and Urban Development Department, shall hold the charge of the post of Director, Urban Local Bodies, Kashmir, in addition to his own duties, till further orders," reads the Government Order No: 856-GAD of 2015 issued on 30-06-2015.
The elevation of Hilal Ahmad Parray as Secretary was sanctioned during the last cabinet meeting and since then the Urban Local Bodies Kashmir was without a Director. The appointment of Pathak as Director Urban Local Bodies Kashmir is all set to ruffle feathers of the employees after the recent issuance of two 'controversial' SROs ordering for the abolition of municipal committees of Gulmarg and Pahalgam.
Ever since the issuance of 'controversial' SROs the employees of the Urban Local Bodies department are on a warpath against the state government. The employees under the banner of Urban Local Bodies Employees United Forum (ULBEUF) have alleged that the state government is hell bent on diluting the autonomous character of some of the local bodies in the state.
The employees have been demanding that the two SROs issued under SRO numbers 149 and 150 should be withdrawn so that the autonomous character of the local bodies of Gulmarg and Pahalgam is restored without any further delay. The employees apprehend that abolition of local bodies of Gulmarg and Pahalgam is likely to be followed by the abolition of municipal committees of Sonamarg and Patnitop.
It would be in place to mention here that Peoples Democratic Party-Bharatiya Janta Party government in the state had 'pledged' to remove the additional charge syndrome in the state. However, the latest order issued with respect to giving additional charge to Pathak as Director Urban Local Bodies Kashmir has put a question mark on the claims made by the people at helm in the state at present.
It remains to be seen that how for the Commissioner Secretary, Housing and Urban Development department would discharge his additional duty and when would be the next Director Urban Local Bodies Kashmir be appointed. Maybe, the decision in this regard would be taken in the next cabinet meeting the date of which is yet to be known.
