Consumers paying regular bills punished by PDD with hefty fine

Early Times Report

JAMMU, July 2: The PDD has come under severe criticism for not adopting any concrete policy for collection of power tariff. While the Department ahs failed to install the electronic consumers in the houses of over 70 percent consumers in the State and while many consumers have neither electronic not the mechanical meteres still it enforces the fine on those consumers whoa re regularly paying the power tariff on the basis of electronic meteres reading.
This step of the PDD has come under severe criticism and the people are up in arms against the double standards of the Department which is punishing those consumers only who are sincerely depositing their power tariff on monthly basis.
Instead of adopting a uniform policy the higher ups in PDD is punishing the law abiding consumers only by slapping a fine over them for their only fault that they dared to ask the authorities that despite paying the power tariff they are facing power cuts and light fluctuation.
It may be recalled that PDD had earlier said that the localities where the electronic meteres are installed will be given relief from power cuts and these localities will get round the clock power supply. But this word was not kept by the Department later as maximum colonies which are fully metered are still facing eight to 10 hour long power cuts as per routine.
In case the people in these colonies dare to challenge the Department the engineers come along with other staff members for load assessment and slap the fine of thousands of rupees on these hapless consumers on the pretext that of showing less load while making the agreements.
Terming it a total wrong procedure Mukesh Sharma a social activist of Patoli said that the Department this way was adopting double standards by making some selected people a scapegoat. Either it should have a uniform policy and register the load as per proper consumption or accept the fee from the consumers as per the reading shown by the electronic metres. If Department has itself failed for not recording the proper load over the years for this the consumers can't be held responsible, Mukesh added.
He said recently in various localities the engineers and other staff of PDD slapped a fine of thousands of rupees on hapless consumers by evaluating the load consumption by these consumers on its own. This ahs been done despite the fact that these consumers were paying power tariff on the basis of reading shown by the electronic metres installed in their houses by the Department. Supporting his views Bimla Devi a house wife from Barnai said that PDD should give up such a policy of harassing hapless consumers and instead of frame a uniform policy on fee collection. By slapping a fine which is beyond the capacity of the hapless consumers the PDD wastrying to harass them and create an awkward position for the Deputy Chief Minister who is incharge of Power also, she added.. She said it is unfortunate that those consumers whoa re law abiding and who pay the monthly power tariff they get punished while those who neither have meteres installed and also use high voltage consuming electric gadgets get scoot free.
