Instead of choosing from tainted officers, need to make merit pool in J&K police
The ill-reputed get posted from one PS to other, the meritorious ones continue to suffer

JAMMU, July 2: For the noble cause of converting police force into police service, there is a pressing need for carving out a merit pool to allow the department heads to choose from the officers to work for people. This would also reduce the department's dependency on undesirable officers. In the absence of a merit pool, the ill-reputed officers, especially Inspectors, are being repeatedly posted from one police station to the other.
Even the most corrupt and controversial Inspectors get posted as the heads of police stations. One cannot expect them to serve people. Rather they find out opportunities to harass public. And, in case there is any public outcry, disapproving their condemnable acts, they are simply transferred to the other police station. The senior officer-junior officer nexus has become so strong in police department that no punishment is handed to the guilty for their wrong deeds. This unholy nexus is truly responsible for the deteriorating law and order system and the decreased respect for police personnel in the state. Like the scene of a typical Bollywood movie, the law-breaking juniors are astonishingly welcomed by their seniors with open arms at their residences and in offices without any fear of law. This speaks about the strong bonding between them and the common interests they share.
Why should the seniors support their tainted subordinates till they too are part of the corrupt system? This question needs to be answered by the police headquarters (PHQ) and the state government, which has already terminated the services of 63 tainted officials of civil and police administration.
Take for example the case of an Inspector who was transferred to another police wing, following some serious complaints against him. Within one year of his posting in the particular wing, he has managed his posting back to Jammu district. The pressure on PHQ is now to post him as SHO of a peripheral police station.
So adamant and well connected is he that he has even asked a senior police officer to post him as SHO of a peripheral police station according to his choice, police sources said.
"He has remained controversial for varied reasons but he has always been saved by his seniors and political masters," sources added. In police circles, he does not enjoy good reputation and is often accused of taking investigations on the wrong track. Can such officers do the job of policing in a fair and unbiased manner? Perhaps not. Then what is the need of posting such Inspectors as SHOs of police stations? A merit pool has necessarily to be created to choose from the best. There is another wrong culture prevalent in police. Seniors post Inspectors of their choice as SHOs of important police stations that fall under their jurisdiction, not because they are efficient and would help in improving the quality of service to people but because they are their "favourites" and "secret keepers". One fails to understand how these things remain unnoticed at the government level.
A senior officer recently effected transfers at thana level in Jammu to adjust his favourites. One of those posted as the SHO of a city police station, is nowadays the subject of discussion in police circles as the officer has been showering undue favours on him for unknown reasons. He gets important postings despite the fact that he is termed as below average in police records.
If a merit pool is created, senior officers won't be able to post such below average and tainted Inspectors as SHOs. A pool of IPS and KPS officers should also be created to post officers of proven track record on vital positions and improve police working at all levels.
