J&K's digitalization concept shallow, progress on connectivity sluggish
Most websites ornamental, show incorrect or irrelevant information

Jammu, July 2: In connection with Prime Minister Narendra Modi's Digital India campaign, a gala function was organized in J&K at high profiled SKICC auditorium which attended by a galaxy of politicians and babus . The function however turned out to be superficial as the spirit of the PM's initiative is nothing but zero on the ground level in entire state. Neither has the government updated itself digitally nor has it been able to ensure a reasonable connectivity in rural areas through internet. The mockery is at its peak when the website of the IT department which is the key department to lend support to this initiative is itself showing incorrect information .
Sources said while the e governance concept is still on papers , various government departments have not been able to make their websites years nor have those with established websites been able to update them regularly. It is only a cosmetic approach and in most of the departments it exists as mere show pieces, said sources within the civil secretariat. The height of the superficial approach towards digitalization concept is that even IT department in its website shows incorrect information with regard to name of its Secretary, said the sources adding that Parwaiz Malik who stands transferred is still the Information Secretary whereas the name of the incumbent officer is Hardesh Kumar. Sources further said by not updating digitally, the government and its departments are also violating rules of the RTI Act one of the provision of which strongly suggests rather makes it mandatory to provide updated information on websites for use of information seekers or RTI applicants .Sources further said that what makes organizing today's function a shallow one is the fact not a single website of the government right from CMO to various key departments is updated nor have they made any attempt to make online system a reality. There is no system even in the CM's office to ensure online registration of complaints or their disposal through online, something which is proving effective and time saving all across the country. The system of detecting status of files by the public in the corridors of power which has become an old concept in many states is yet to say to see the day of light in J&K, said the sources. While the lack of initiative on part of the departments is one reason responsible for the this sluggish pace towards digitalization , IT departments heavy dependence on the consultancy firms outside for the task is also ruining the cause said the sources adding that nearly a decade after this department was set up, it has been not been able to set up separate Directorates for Jammu and Srinagar, a step which could have employed IT graduates from within the state and addressed the problem to a great extent.The consultancy firms from outside the state have not been of any help instead proved to be white elephants on exchequer, sources said.
