Accounts Officers of LA, LC rendered idle as drawing & disbursing powers not delegated to them

SRINAGAR, July 3: In a typical example of stopping the professionals from doing their work the Accounts Officers of the Legislative Assembly and Legislative Council have been rendered idle since the required powers have not been designated to them.
Sources told Early Times that the Accounts Officers of Legislative Assembly and Legislative Council joined their new place of posting three days back but since then they are sitting idle. The basic reason for their idleness is the necessary powers have not been delegated to them.
"The Accounts Officers are not carrying out any job as they are yet to get the powers of Drawing and Disbursing Officers. The delay in this regard has put a question mark on the overall functioning of the Accounts section of both the Legislative Assembly and the Legislative Council," said sources.
Sources said that since the drawing and disbursing powers have not been delegated to the Accounts Officers the salary of the employees of both Legislative Assembly and Legislative Council are sanctioned by the officers who are not authorized to do so. The job of the Accounts Officers is carried out by officials who are not competent and authorized as well to do so.
"The Accounts Officers are the ones who have to carry out the job of disbursal of salaries and once they are denied to do the same it means there is something wrong with the system. The half-hearted measures of the government are set to cast a negative image on the overall governance in the state," said sources.
Sources said that Accounts Officer of Legislative Assembly Bilal Ahmad has already shot a letter to the Secretary of Legislative Assembly, but up to this moment of time no action whatsoever has been taken. The Accounts Officer of Legislative Council Arshid Ahmad Lone is also feeling 'suffocated' since the requisite powers have not been delegated to him as well.
"Both the Legislative Assembly and Legislative Council were without the Accounts Officer for a long period of time. Although, the concerned officers have been put in place the concerned powers are yet to be delegated to them. This is a half-hearted measure and corrective measures need to be taken at the earliest," said sources.
Sources said that employees of both Legislative Assembly and Legislative Council are at loss to understand the 'motive' behind the non-delegation of requisite powers to the Accounts Officers. The employees have to consult the Accounts Officer for many financial matters, but since the powers have not been delegated to the Accounts Officers the employees are feeling frustrated.
