VECs becomes headache for revenue, CAPD, RDD officials

Kishtwar, July 5: The much hyped Village Education Committees (VECs) constituted by the government of Jammu and Kashmir vide order No 238 Edu of 2014 dated 4-03-2014 for better functioning of the schools, clearance of pending ReT panels, checking of attendance at Schools as well as for proper utilization of the funds sanctioned by the government, particularly at village level in rural schools, has now become a major headache for officials of Revenue Department, CAPD and Rural Development Department as it has become practically impossible for them to participate in these meetings due to pre-occupancy in departmental works.
As per the details available with "Early Times", the government of Jammu and Kashmir, School Education Department vide order No. 272-Edu of 2015 dated12-06-2015 issued by Shaleen Kabra Commissioner Secretary to Government, School Education Department in partial modification of order No. 238 Edu of 2014 dated 4-03-2014 to ensure that VECS becomes vibrant, responsive and broad based make some changes in previous order which include inclusion of Halqa Patwari (Revenue), Store Keeper (CAPD) and Village Level Worker (RDD) as its ex-officio members, beside Anganwari worker, health worker, parents, persons amongst retired teachers, person from SC/ST community, three members of the Panchayat/Municipal wards are the other members of the committee to be headed by Headmaster/Head teacher of any school functioning in the village.
The major headache which perhaps is considered as an intellectual blunder by some quarters comes in the form of inclusion of Halqa Patwari (Revenue), Store Keeper (CAPD) and Village Level Worker (RDD) as its ex-officio members as it is not practically possible for these officials to attend the meetings called by the committee.
Revenue officials informed "Early Times" that in one Patwar Halqa there could be more than 40 schools and it is not possible for a Patwari who in many cases also holds additional charge of more than one Patwar halqa to attend these meetings. They further informed that participation of Patwar halqa in the meeting could not only hampered routine work of the department including Khasra Girdawari, proper census, normal revenue work, land compensation cases, Chula Chokidari, Nisandahi and many other important works lying at the disposal of Revenue department.
A patwari from Doda on the condition of the anonymity informed the "Early Times" that more than 50 schools fall under his jurisdiction and added that it has become a matter of concern for him to settle the normal revenue related cases as members of VCEs are constantly calling him to attend the meetings which could be two to three meetings a day many times. He said that the issue was also discussed with the concerned Patwar Association and added that the association has assured that they will raise the issue at proper forum for modification of the said government order.
Similar views were expressed by VLWs and Store Keepers under whose jurisdiction over 100 schools fall, they said that it is not possible for them to attend these meetings and instead urged upon the education department to revisit the decision and exclude Halqa Patwari (Revenue), Store Keeper (CAPD) and Village Level Worker (RDD) from these committees and instead adjust few more locals for its effective functioning.
"A Panch or a Sarpanch or a Ward member could be easily part of the committee, but for Halqa Patwari (Revenue), Store Keeper (CAPD) and Village Level Worker (RDD), it is not possible to work as ex-officio members of these committees" maintained a VLW.
It is pertinent to mention that despite presence of these VECS in every nook and corner of the state, many schools were found locked due to prevailing absenteeism culture in schools, particularly in rural areas and instead of becoming a tool of change, these VECs have become the hub of political vendetta which needs to be checked to maintain the sanctity of these VECs.
