6 projects of Tech Education department miss deadline | | | Arun Singh
Jammu, July 5: Nearly a dozen ongoing projects of Technical Education Department in Jammu and Kashmir are either fraught with land disputes or other issues which has delayed their completion within stipulated times frame. Sources told Early Times that around six projects of Technical Education Department which are under construction across the state have missed deadlines due to apathetic attitude of the concerned department by not clearing all the necessary issues prior to start of the projects. "In such a case, the construction of ITI Bani has been disputed by local land owner. For the construction of ITI building, a piece of private land measuring 15 kanals lying along the nallah flowing through Bani at a distance of about 1 Km from the town had been acquired by the Technical Education Department form the locals in the town at the cost of Rs 2.46 crore but one of the locals from whom the land had been acquired has encroached into the acquired area as a result of which sufficient space is not available to construct an approach path with lesser gradient," they said. Although when the issue came into the notice of Technical Department it did not respond swiftly to sort out the issue due to which the construction work remained stopped for quite some time. But later the Revenue Authority was handed over the issue, accordingly the authority is examining the issue of demarcation of land acquired from local land owner, they informed. Similarly, some locals have encroached the land at the construction site of projects namely "Construction of Govt Polytechnic, Samba", they said. Astoundingly, the construction cost of "ITI Hajin Bandipora" project was found inflated and subsequently the Technical Education Department was asked to obtain clarification from MD, Housing Board in respect of the seemingly exaggerated estimated cost of scheme especially in respect of "Site development Works" component. While in case of ITI Banihal, a load bearing structure was approved in Detail Project Report but in full violations of the directives and ignoring the DPR, executing agency raised RCC structure and the issue is still being scrutinized by the Technical Department, they added. Similarly many other projects of the Technical Department are facing the problems of slow progress of work, time overrun and cost overrun, land acquisition issues. |
