Dozens of Daily wagers employed in Assembly Secretariat in last 2 months
Govt's order on ban, termination by PDP-BJP alliance observed in breach

Jammu, July 5: J&K Legislative Assembly is an exception in the entire state where the orders issued by the state government are followed in breach and non- compliance of rules and norms has become a norm. While the government has imposed complete ban engagement of daily wagers and casual laborers in various departments/public sector undertakings /Boards and Autonomous bodies, employment of daily wage workers is continuing in Legislative Assembly without resistance from any quarter. Sources said following order issued by the PDP-BJP government in March vide order no: 384 GAD of 2015, even as strict ban is in place on reemploying or engaging daily wagers, this has no impact on the Assembly Secretariat as the process of taking people as consolidated workers which began during NC-Congress regime, is still continuing there. Soon after the PDP-BJP alliance government took over, within a fortnight Chief Minister Mufti Mohammad Sayeed ordered this ban which covers the organizations and institutions in the entire state but in the Assembly Secretariat dozens of daily wagers have been employed during the last over two months, sources said. While this is being done by authorities at the helm in a hush hush manner, the matter is in complete knowledge of the Speaker Kavinder Gupta, said the sources.
Sources also said a good number of daily wagers/consolidated workers have in fact been recommended at the highest level and are in full knowledge of the concerned authorities who in the normal course should have taken cognizance of the non- compliance of government orders. Sources further said that prior to the period of Mubarak Gul as the Speaker, his predecessors have taken a sizable number of people as daily wagers, a good number of which have become a liability for the government as they have completed the 7 year mandatory norm for regularization. Later when Gul took over as Speaker, he is learnt to have taken serious note of the matter and had even stopped the process and rejected their files as irregular or illegal cases. The matter of engagement of huge number of people as DWs in contravention of government's norms during the erstwhile regimes is in knowledge of the incumbent Speaker and was later brought into his notice by a delegation of Assembly Secretariat Employees too, sources said. However, he has not only turned blind eye to engagement of DWs at present but has also failed to order probe into wrong doings in the past , whereas Speaker as the custodian of the entire institution has full power and authority to terminate anyone so appointed in violation of government rules and order.

It is pertinent to mention that the government issued this order after taking serious note of illegal engagements in various departments and under this order it had ordered immediate discontinuation of the persons engaged in violation of J&K Civil Services (Special Provision Act)2010 and SRO-64.
