DG appoints College Professors as Deputy Directors | Despite recall, officer continues in DYSS | | Early Times Report
JAMMU, July 6 : Despite recall with directions to report back at original place of posting, a teacher continued to hold the office of the Deputy Director at the Department of Youth Services and Sports (DYSS), leading to strong resentment among various cadres of the sports organisation. Secretary to Government, Technical Education and Youth Services and Sports Department, Hirdesh Kumar had recalled junior most Assistant Professor (AP), with the directions, wide order No. 73-Edu (Tech) of 2015 dated 30-06-2015, to report back in Government College of Physical Education, Ganderbal for further duties. But, unfortunately, the person, mentioned in the order, Rishi Kumar has failed to comply the orders and it has been reliably learnt that he has continued to hold the office and issue directions as Deputy Director of DYSS, Jammu. The tactical move by this Assistant Professor and undue favour by the outgoing Director General of DYSS, Navin Agarwal has led to strong resentment among various cadres of the department. Earlier, in his order, issued on January 30, 2015, then Director General DYSS, Navin Agarwal had adjusted Rishi Kumar as Deputy Director in DYSS. The order reads: In the interest of administration, Rishi Kumar, Assistant Professor of Government College of Physical Education Ganderbal in Kashmir, is adjusted as Deputy Director, YSS Jammu till further orders. His pay shall be drawn against his substantive post of Assistant Professor, Government College of Physical Education, Ganderbal. Not one, but two such orders were issued by the DG. In second order, another Assistant Professor of the same college, Surmeet Sudan was also appointed Deputy Director and posted at the Central office, Srinagar. However, when the services of Rishi Kumar have been recalled, Surmeet Sudan, to favour her, has been advised to continue to hold the post by Secretary to Government, Hirdesh Kumar. Prior to Rishi and Surmeet's appointment, two posts of Deputy Directors in DYSS were held by young and experienced KAS officers, Kanchan Bala and Ved Parkash Sharma. "The move of the outgoing DG to appoint junior most teachers of the college to higher positions in the department left those senior officers in a state of shock. We are a discouraged lot. It took us years together to convince the Government for re-organisation of the department in 2006 (order issued in 2008) with the results two positions of Deputy Directors and a Joint Director were incorporated," pleading not to be quoted, one of the district officers of the DYSS told SAN. He further said, "We have no problem with KAS officers, but appointing someone from junior cadres over and above all ranks of senior individuals is something discouraging on part of the Government. The same person, Rishi Kumar, appointed as Deputy Director, has already served the DYSS as Physical Education Teachers (PET) and was junior to most of the present lot of district officers." |
