jammu, July 28: BJP's slogan of good governance and corruption free government gets deflated as the government has miserably failed to rein in the authorities in Legislative Assembly Secretariat who have brazenly defied latter's rules and norms in all aspects of its functioning. From mess on account of backdoor appointments to purchases and expenditures, there is no check nor control from any quarter that would have proved a deterrence for the defiant officials. The state of affairs reflects there are two sets of separate laws and norms for the government departments and Assembly Secretariat.
While there is a long list that speaks volumes about aberrations and irregularities committed particularly violation of the financial code book, the latest to add to this was the purchases of suitcases for first time MLAs. Sources said notwithstanding the fact that tradition of distribution of brief cases to new MLAs has been stopped elsewhere and in the Parliament too(to MPs), in J&K Assembly it was carried on soon after the Assembly session commenced. Around 104 suitcases of American Express brand were purchased in a posh Jammu market by the authorities allegedly at much higher costs than the market rates. No tenders were invited nor any other cheaper option was explored, which is normally done to avoid heavy expenditure, sources said adding a that huge yet unwarranted expenditure was incurred on this front.
Sources further said as there is no fully trained and qualified Accounts Officer nor do the authorities let the new officer sent by the Finance Ministry take over, financial mess continues unabated not only on day to day expenditures but also on official tours and trips of the officials and officers of the Assembly Secretariat. Sources further said norms are simply thrown to wind in drawal of allowances on air tickets whereas for the same travel trip on several occasions the officials have withdrawn money for petrol and lubricants of vehicles used by them, albeit on fictitious grounds on the basis of fake bills and receipts.
A retired officer of the Assembly secretariat while explaining messy state of affairs in the Assembly Secretariat further said that while there are irregularities galore in purchases from pin boxes to heavy electronic devices like computers , there is no adherence to financial norms, authorities even tried to muddle up the things last year in seeking unestimated funds for what they tried to show as damages caused by the floods for repairs and renovation works in the MLA hostel in Srinagar. As the projected amount was quite huge, former Speaker Mubarak Gul had rejected to clear the bills, he said adding that those at the helm later managed to get these approved at the hands of the new incumbent. The new Speaker too has failed to take cognizance despite e representation listing many irregularities from the employees of the LA Secretariat. He further said there are few officials who are taking care of accounts and in charge of stocks section for the last over 10 years and they have not been changed despite serious allegations of corruption. Surprisingly, while the Finance Minister has turned blind eye to this mess, Finance Minister did initiate some steps to clear it by taking strong notice of it, his efforts are being sabotaged in one way or the other. Will he continue these efforts despite resistance and defiance, is the moot question. |
