From Kargil to Dinanagar Pak stabs peace process

Whatever may have been the ultimate pur
pose of Pakistani agencies behind the
Monday's terrorist strike in Dinanagar of Gurdaspur district in Punjab one thing is certain Pakistan has repeated what it did in 1999,though on a smaller scale. The Monday's attack in which 10 people, including three terrorists were killed is seen as a reply to the meeting between Prime Minister, Narendra Modi, and his Pakistan counterpart, Nawaz Sharif in Ufa in Russia. In 1999 the then Prime Minister, Atal Behari Vajpayee, accompanied by a battery of politicians, bollywood celebrities and other intellectuals, had initiated a peace mission which took his bus, in which they were travelling, to Lahore. The peace mission had ignited fresh hope for better ties between India and Pakistan. But the peace initiative proved abortive following Pakistan's "adventure" or "misadventure" on the heights in Kargil where Pakistani troops had intruded into the Indian territory by occupying unmanned Indian posts which had led to what is called fourth war between the two sides. Well compared to the Kargil conflict the Monday's terrorist strike in Punjab was a minor incident, still one would like to compare 1999 with Monday's incident because while the former was a negative response to Vajpayee's peace mission the latter was an affront to Modi's search for peace for which he had agreed to hold talks with Nawaz Sharif. In fact Modi took the initiative on reopening the choked channels of dialogue. And the two sides had decided that to begin with the two national security advisers of India and Pakistan would meet in New Delhi and set the stage for bllateral talks.
Now that preliminary reports have confirmed that the three terrorists, who had been killed in Dinanagar operation, had crossed into Punjab sector from across the border. The global positioning system (GPS) sets recovered from the three terrorists killed clearly indicates to a Pakistan link in the Monday's terror attack in Punjab's Dinanagar. The terrorists were killed by the special units of the Punjab Police after fierce gun-battle lasting over 11 hours. Reports have revealed that the track of the GPS sets revealed that the terrorists had moved from Shakargarh area in Pakistan along the India-Pakistan border on Sunday and entered India. The terrorists used the route of rivulets along the border belt and reached Bamiyal town. While observing that security in the Jammu region, which is very close, was tight, the terrorists moved towards Dinanagar town. The three terrorists were fully equipped with larage quantities of ammunition and explosives that the moment they entered into Dinanagar they fired heavily and indiscrimantely that people described as rain of bullets. And the way they had worn the Army fatigue and carried highly sophisticated weapons indicates clearly that they had been trained in Pakistan and had the backing of Pakistani Army.
Hence Pakistan has never been sincere in getting engaged in sustained and result-oriented talks. Had it been interested in mending fences with India it would have created an atmosphere which was conducive for holding bilateral talks. But on every occasion agencies in Pakistan indulge in one form of mischief or the other to get the peace process derailed or scuttle the process of dialogue. Right from day one the BJP led NDA Government, headed by Narendra Modi, has been telling Pakistan that New Delhi was keen to resolve problems through bilateral talks for which Islamabad has had to create a favourable atmosphere because talks and terror cannot coexist. Well in the light of Monday's terrorist strike in Punjab, will the proposed talks between Ajit Doval, India's national security adviser, and his Pakistani counterpart, Sartaj Aziz take place or New Delhi may once again call off the bilateral talks the way it did in August last year when proposed foreign secretary level talks were cancelled after the Pakistani High Commissioner in New Delhi ignored Government of India's suggestion that he should not invite Kashmiri separatists and hold talks with them ? And Washington has taken a note of the terrorist strike. It has suggested to Pakistan to initiate measures for ending tension in south Asian region which was possible if it mended fences with India. Well political observers want to pose one question to Modi. How long will India keep on tolerating Pakistan? Has not the time come to plug all channels of dialogue with Pakistan?
