Pole Milan" coalition government in Jammu and Kashmir may or may not have achieved, the coming together of BJP and PDP and the manner in which the two parties in the government as well the Modi Sarkar in Delhi have responded to renewed vigorous and aggressive challenges of secessionist terrorists in Kashmir had severely dented the credibility and prestige of the Indian Nation State. As coalition partners continue to pull in opposite directions, the administrators and police officers find themselves at sea. While ruling parties play parlour games, the resultant atmosphere of permissiveness was breeding a more dangerous variety of terrorists ideological driven, more audacious, acutely focused, educated. They mock the Indian state by flaunting on the Face book their images attired in military uniforms thrusting sophisticated weapons at the viewers and proudly advertising their identities holding aloft placards with their names painted in bold. Reports suggest this latest crop of "could not' care less" mostly middle class. They appeared to be inspired by ISIS - no longer a mere terrorist group, but an army that held and administered sizeable territory. It governs according to harshly interpreted principles of Islamic law. ISIS chief Abu Bakar Bagdadi had declared himself "Caliph Ibrahim," and goes by the title "Commander of the Faithful." Bagdadi lays claim to a form of authority dating from the earliest days of Islam. The Caliphate controlled a large chunk of territory in Syria and Iraq, was flush with funds and modern sophisticated weaponry and precious energy sources. That the magnetic pull of ISIS and Bagdadi was bound to catch up with the new crop of terrorists in Kashmir sooner rather than later, if the same had not already happened. Raising of ISIS flags in congregations and secessionist rallies in this situation should therefore surprise no one. Muslims were mandated to offer the Friday NAMAZ Ba-Jammat (in congregation). The secessionist and terrorist strategists accessed these readymade and captive post Fridayprayers crowds who they ensured were emotionally charged and religiously motivated to indulge in anti-national slogan mongering, stone pelting and waving of ISIS and Pakistan flags. Such flags were also raised in rallies organized by secessionist leaders like Yasin Malik and Shabir Shah who till yesterday were singing the AZADI tune. These acts of defiance of the writ of the Indian state and law of the land were routinely indulged in with near impunity. Caught between the devil and the deep sea, Confused and perplexed administrators and Police officers promptly went through the motion of lodging FIRs to placid the BJP and instantly went into slow motion investigation to please the PDP, the other ruling party. It was in this politico- security environment with in the state and the "one step forward two steps backward" confused and irrational foreign policy initiatives by the government of India that the Pakistan military establishment decided to cast aside the fig leaf of 'Aazdi' aside and shamelessly promote naked expansionism. Evidence? We will let the Pakistan Army chief Gen. Raheel Shrief to speak for himself. Addressing a ceremony to mark the Martyrs' Day at army headquarters in Rawalpindi Pakistan's army chief, Gen Raheel Shreif described Kashmir as the "jugular vein" of his country implying thereby that Kashmir was indispensible for Kashmir. Mohd Ali Jinnah was the first to assert this ridiculous position to buttress his claim over Jammu and Kashmir. Of course, Jinnah, the father, mother and wet nurse combined of Pakistan was fully aware that the country was carved out of British India whereas Jammu and Kashmir "Given to Maharaja Gulab Singh and heirs male of his body in independent possession" as per the Treaty of Amritsar-1846 was an independent entity.
It was indeed sad that even after nearly seven decades of its existence Nawaz and Raheel Shrief have not been able to locate their country's' Jugular vein which made it possible for the MUMALKAT-I-KHUDADAD to survive so long. Be that is it may, the public enunciation of the position by Pakistan Chief of the Army Staff had great significance and grave implications. Which could not and should not be ignored. Again addressing a conference at the National Defense University, the PAK army chief claimed that Kashmir was "an unfinished agenda of partition" adding that "Pakistan and Kashmir are inseparable". As if to fully authenticate it, the statement was also tweeted by Director General Inter-Services Public Relations (ISPR) Maj-Gen Asim Bajwa..
Pakistan Army chief's initiative appeared to be largely driven by two factors.. One. The Pakistan army leadership was no more content with backseat driving foreign and defence policies /initiatives of the country. The High Command was frustrated with the manner in which political government was handling these, especially the core issue of what was called. "Masala-i- Kashmir". Two. The Army strongly felt that Pakistan was favourably positioned vis-à-vis India thanks to developments in Afghanistan and foreign policy incoherent and confused signals from India. The situation in Kashmir on the political and security fronts was never more favourable and Indian political class lacked consensus on Indo-Pak engagement.
Yet the Pakistan civilian government, the army felt was found fumbling and incapable of drawing full benefit from these bonanza. More over, it was time to bid for Kashmir without ifs and buts and make it abundantly clear that Pakistan and Pakistan alone as the option for Kashmiris. This should be serious food for thought for the Kashmiri civil society AZADI WALLAS and those politicians who had not switched sides as yet..
In nut shell, the political objective of obtaining the accession of Jammu and Kashmir wrapped in diplomatic mumbo-jumbo had now been categorically declared as the military objective of Pakistan army. Pakistan naked and blatant designs to grab the Indian state of Jammu and Kashmir were now on the table. This is the context in which India shall have to craft its military, political and diplomatic initiatives and responses. |
