Delay in Central assistance: Finance Deptt to take loan of Rs 1200 cr

Jammu, July 29: In wake of delay in financial assistance from the Centre, J&K's Finance Department is going to take a loan of Rs 1200 crore from various agencies to carry out developmental works in the state.
Sources told Early Times that ever since the constitution of National Institution for Transforming India Aayog (NITI Ayog), replacing the Planning Commission, the Special Plan Assistance from the Centre has been inordinately delayed.
"Already four months of the current financial year have passed, with the result that no new projects have been started by any department due to unavailability of funds," the sources said.
The state is already struggling to overcome the extensive damage caused to infrastructure in the valley and in parts of Jammu region due to last year's flood.
Moreover, delay in releasing of special package from the Centre for the flood-hit as demanded by the government has made things worse for the PDP-BJP government.
The previous National Conference-Congress government had submitted a proposal of Rs 44,000-crore rehabilitation package to the Centre for flood victims of the state.
Recently, the Centre announced an additional relief package of Rs 2,437 crore for the reconstruction and rehabilitation of the flood ravaged J&K. Together with the previous relief package, the total assistance to the state so far has been to the tune of Rs 5,039 crore. The state may get more relief after a special team completes fresh survey to assess the flood damage.
"State government has a special focus on the reconstruction and rehabilitation due to which other works are not getting due consideration," the sources said.
