HC forms committee of judges to inspect coaching centres in Jammu | | | Early Times Report Srinagar, July 29: The state high court has constituted a committee of two district judges to inspect coaching centres of Jammu division to find out whether the undertaking filed by the owners of these institutes before the courts was correct or otherwise. "On the pattern of the court committee of two retired district judges constituted for Kashmir division for inspecting the coaching centres, the court committee comprising of Chowdhary Vidyasagar and Nazim-u-din is constituted for Jammu division," a division bench of the court comprising Justice M H Attar and Justice A M Magrey said while hearing a Public Interest Litigation. "All the owner/proprietors of coaching centres in Jammu city to deposit Rs 10000 within ten days with Registrar Judicial of Jammu wing. Similarly an amount of Rs 7000 by the owners of the coaching centers operating in other parts of Jammu," the division bench has said as per an order passed by the court. The committee is required to inspect all the coaching centres and find out as to whether the undertakings given in the court by them were correct. It is to find out whether the coaching centres have complied with the J&K Regulation of Private Tuition Centres Rules of 2010. The division bench also directed 58 coaching centres of Kashmir who have not deposited the amount to deposit the amount with Registrar Judicial of Kashmir wing. In case they failed to deposit the amount, the division bench said that , it would be deemed that they are violating the court orders," it said. The directions followed perusal of a report by court's registry that out of 181 coaching centres inspected by the judges committee, 58 coaching centres have not deposited the required amount. The PIL filed by one Ahsan Untoo seeks directions for closing down of all illegal and unregistered Private Tuition Centres across the Valley. Subsequently, the court formed a high level panel asking it to close down all the unregistered coaching centres. The PIL also seeks cancellation of registration of Private Tuition Centres who do not conform to the rules in vague, particularly displaying and notifying monthly tuition fee or charge exorbitant tuition fee. The PIL also seeks directions to maintain prescribed teacher student ratio vis-à-vis jam packed classes. "The students are crouched like animals irrespective of gender, male or female." It also seeks directions to ensure basic infrastructure like adequate heating and cooling arrangements, separate wash rooms, drinking water facility, congestion free area, comfortable seating arrangement and providing of minimum covered area or space of 9 square feet per candidate in the tuition centres. |
