Hakim assumes office of Fee-fixation panel chairman

Srinagar, July 30: Former judge of the J&K High court Justice (Rtd) Hakim Imtiyaz Hussain has assumed charge as chairman of the fee fixing panel for private schools in the state.
This was revealed by Additional Advocate General S A Naik before a division bench of the high court comparing Chief Justice N Paul Vasanthakumar and Justice Hasnain Massodi during the hearing of a contempt petition.
Naik said that terms and conditions for the engagement of Justice (Retd) Hakim Imtiyaz have been notified and he would get the pay as admissible to a sitting judge of the high court minus pension.
Naik said that the chairman will be entitled to TA, DA and medical allowance as admissible to the sitting judge as also a car, rent free accommodation, telephone at office and residence. He also informed the bench that office for the panel has been identified and would be established before Monday while General Administration Department is being requested to provide requisite staff to the panel.
The AAG also informed the division bench that education department has also accorded sanction to the nomination of Kaneez Fatima (representative of JK State Board of School Education), and Showkat Ahmad Peer (chartered accountant), as members of the panel.
The Committee was actually constituted in 2013 but it became non-functional as its then chairman Justice Bilal Nazki, a former Chief Justice of Orissa High Court, relinquished the post.
"The Committee constituted pursuant to government order no. 520-Edu of 2013 dated 07-05-2013 being non-functional due to resignation of the chairman, the state government is directed to nominate a retired judge of this court as chairman, if not already nominated, within one week, for fixation of fee structure of the private schools," the court had said in its judgement on June 1.
Meanwhile, the division bench made it clear to the private schools that they shall not charge fee for the month of September and October last year unless it was cleared by the committee.
