JAMMU, Aug 1: The state unit of the BJP in Jammu and Kashmir is helpless.It is hapless because of its inability to secure from the Government of India, which has a BJP Government, various facilities and concessions for the region of Jammu from where it had won 25 out of 37 seats in the previous Assembly election.
In fact it was peoples' support to the BJP that it has been able,for the first time, to share power with a Kashmir centric party, the PDP. Whatever may be the merits and demerits of the alliance between the BJP and the PDP, the BJP has not been able to fulfill its various commitments it had made to the people of the region of Jammu.
It had failed to fulfill its commitment on securing sanction from the central Government for setting up one AIIMS in Jammu by July 20.And even after a 10-days' delay the union Health Minister has announced that AIIMS type facilities would be made available for people in Jammu.Why this dubious statement ? Why this discrimination ?
The union Health Minister seems to have come under severe pressure from the BJP units in Jammu which was evident when senior BJP leaders from Jammu,including the party President,Jugal Kishore, and the Deputy Chief Minister,Dr Nirmal Singh,rushed to New Delhi to prevail of the centre to save the BJP from its total extinction in Jammu region.
The Government on India Thursday announced "bifurcation" of All India Institute of Medical Sciences in J&K, saying "it will provide similar facilities of AIIMS in both the regions."This, according to officials, suggests that only one AIIMS would be set-up in the State but its facilities would be divided among the regions.
The move comes after Jammu-based groups, supported by National Conference and lately by Peoples Democratic Party as well, demanded setting up of AIIMS in Jammu region too. The establishment of AIIMS, announced during the Union Budget Session, was to be set up in Kashmir region. In an official handout on Thursday, the Union Health and Family Welfare Minister J P Nadda said the Ministry is "setting up an AIIMS in J&K and will provide similar facilities of AIIMS in both the regions."
However,the plan has been rejected by the AIIMS coordination committee,which has supported a 72-hour Bandh in Jammu,ag ainst inordinate delay on the part of the centre to sanction on AIIMS for Jammu.
Whether the ACC's demand is accepted or not the failure of the state unit of the BJP in fulfilling its commitments seems to have infused fresh life not only in the Congress but in the Panthers Party too.Surprisingly the Panthers Party,led by the redoubtable Parliamentarian, Harsh Dev Singh,had for the first time drawn a blank in the last Assembly election.Normally the Panthers Party used to win three to four seats and what was amazing and intriguing for the party is the way Harsh Dev Singh lost his Ramnagar seat which he had won right from 1996 till 2008.
Each day Harsh Dev Singh is seen tearing the BJP into pieces for its failure in fulfilling its commitment made to people during the poll campaign.He has been highly vocal among all political leaders in the opposition while berating the coalition Government in general and the BJP in particular for mismanaging various sectors of health,education,security and other issues.He has been punctual while berating the BJP for raising the level of regional discrimination when in the opposition the same sangh Parivaar had been raking up the issue of resolving regional imbalance.
A stage has come when Harsh Dev Singh and his Panthers Party have been able to regain the groud they had lost and for that if any political party is responsible it is the BJP.Well an old adage says that one's vomit is another's diet.And the same applies to the Congress unit in Jammu.The BJP has vomited failure and the Congress besides the Panthers party have started gaining ground.
By lending support to the demand for setting up one AIIMS in Jammu too the National Conference,the PDP and the Panthers Party want to enlist peoples' support for their organizations.
The union Health Minister's announcement should have given some relief to the BJP in Jammu but the way the centre has not made a clear mention on setting up a separate and fullfledged AIIMs type institute has not given any advantage to the BJP.Even if the centre concedes the demand of people of Jammu the voters in the region may ultimately give credit to the Panthers Party,the NC and the PDP. |
