Grants one time amnesty to students in order to seek scholarship

SRINAGAR, Aug 4: In a major relief to thousands of students of Jammu & Kashmir the Ministry of Minority Affairs, Government of India has decided to grant 'amnesty' to the students who gave incomplete bank details or other information while seeking scholarship announced by the concerned ministry.
Early Times has learnt from sources that following the intervention of Minority Affairs minister, Najma Heptullah the officials of the concerned ministry have decided to give one chance to the students who were on verge of missing out on their scholarship after they gave incomplete details.
The students instead of providing the 16 digit bank account number had given four digit back account number. As a result of this their scholarship for the 2014-15 was kept withheld by the Ministry of Minority Affairs through the various banks designated for this job. Some of the other students gave wrong or incomplete information about their parentage or any other concerned parameter.
"Concerned over rejection of scholarships to minority students during 2014-15 on technical grounds by banks, the union government has decided to give a one-time option to them to rectify their account details," said sources. The sources said that this development comes after the commitment made by Heptullah to the students of the state that their genuine concerns would be looked into during her recent visit to the state.
It would be in place to mention here that 50 percent of the applications for scholarships were rejected by the Ministry of Minority Affairs on 'petty' issues. It had also come to the fore that scholarships worth more than 25 crores have been withheld to the deserving students thus pushing them to the wall.
"Out of the 34,000 applications scholarship has been rejected with respect to 17,000 applications. The concerned ministry had communicated that the scholarship had been denied since the students have not written correct parentage or have failed to give the 16 digit bank account number," said sources.
Sources said that the concerned ministry examined the matter with the banks and keeping in view of the genuine hardship being faced by minority students, it has been decided to allow students whose claims were rejected at the time of bank validation during 2014-15, to rectify their account detail. This will benefit minority students of the entire country including Jammu & Kashmir.
In a communication to Minority Welfare Departments of all states, the Ministry of Minority Affairs has clearly stated that the option to edit their account details will be given once only and it will not be applicable for rejected cases during 2015-16. The provision to edit option to correct bank details will be available for such students on the National Scholarship Portal tillSeptember 30, 2015, sources said.
Sources said that the scholarship amount totaled to Rs. 30 crores and out of which only Rs. 3 crores have been disbursed for the students. The sources said that the remaining Rs. 27 crores have not been released in favour of the students.
It is pertinent to mention that Early Times had on July 29 published a story about the problems being faced by the students of Jammu & Kashmir after they were denied the scholarship.
