Controversy dies down, confusion persists: Is it Tawi lake or barrage?

JAMMU, Aug 24: The controversy that erupted at the political level over denial of the present alliance Government to go ahead with proposed Lake over River Tawi has died down for now, yet the confusion on several key links associated with the project persists. The major question remains that envisaged by the previous NC-Congress coalition Government, is this ambitious project meant to construct a lake or a barrage with pondage area over the river ….? If the official documents with the parent department which is the executing agency is to be believed it is actually a barrage as there is no mention of a word like lake in the papers.
Sources in the PHE and Irrigation department revealed that this was actually a project for construction of Barrage-, rather auto mechanically operated and gated barrage that stands administratively approved by the then Government vide order no 282(PW)Hyd of 2010 dated 28-07-2010. As for the technical features, the approximate length that was envisaged for the barrage was 370 mtr and height around 4 mtr with gates across river Tawi . Designed with 1km d/s of main Tawi bridge, it would have a RCC base and spill way, gangway besides guide bunds for creation of pondage at Bellicharana in Jammu , sources further said.
While the cost of the project was estimated around Rs 70cr, it was given to one Hyderabad based firm-M/S GVR Infra Projects Ltd Hyderabad. Almost all technical modalities were finalised for length and design of the barrage spread across popularly known as Nikki and Waddi Tawi river area. The project design states there were three main gates to be built and the total length of the so called lake in the project is 1540 mtr. As for the most important aspect of the project-funding, things were projected to be more than clear as to the sources from were funds would be raised. According to PHE authorities for meeting the approximate cost of Rs 70cr, it was decided that Rs 25 cr would be sought from Union Water Resources Ministry and an equal amount that is Rs 25 cr was to be released from 13th Finance Commission. Besides funds to the tune of around Rs 20 cr were to be arranged at the state level by the J&K's Planning department, sources said.
However, even as the PHE department claims that majority of the civil and mechanical works of the project stands completed on both Nikki and Waddi Tawi river, yet a clear picture about the status is hazy enveloped in political controversies. There is no movement forward under the present dispensation even though BJP has committed that lake will be constructed on the river. Yet many basic questions remain unanswered and confusion besides uncertainty looms large over the project.
