ETT scam: Ex-chairman, former BOSE secretary granted bail

Srinagar, Aug 27 :Former chairman, Dr Sheikh Bashir Ahmad,and ex-secretary of State Board of School Education, Bashir Ahmad Dar, have been granted bail following their arrest by Crime Branch in connection with the multi crore Elementary Teachers Training (ETT) scam in the state.
Bail to Dr Sheikh was granted by special anti-corruption court Kashmir while that of Dar was ordered by a single bench of the court comprising Justice B L Bhat.
Justice B L Bhat granted bail to Dar against personal bond with two surities of Rs one lakh each to the satisfaction of the Registrar Judicial of the Court.
The court also objected his bail to the conditions that he shall not in any manner whatsoever try to influence the prosecution witnesses, shall not leave the territorial jurisdiction of the State without seeking prior permission from the trial court, that he shall attend investigation as and when required and shall not engage himself in any criminal activity.
In one of its status reports submitted before the high court, the Crime Branch has stated that the enquiry, conducted by the BOSE, reveals that the Elementary Teachers Training Course, conducted by the ETT Colleges, is a big scandal, where hundreds of crores of rupees are given and taken as bribe and almost all concerned people are involved in the loot.
The report submitted in December last year had also stated that on the time registration is made, no classes are conducted and even no hostel facilities are available.
The candidates, it said, are lured and huge amount, ranging from Rs 45000 to Rs 80,000 is received from each student.
The Report further projects that this scandal is run by mafia in league with top brass of the Board.
It is further mentioned that on the basis the facts, case F.I.R No. 27/2013 has been registered in police station, Crime Branch, Kashmir for alleged commission of offence u/s 5(2) PC Act read with 420,468,471 RPC.
