jammu, Aug 31: The Chief Secretary of Jammu and Kashmir Iqbal Khanday putting in his papers ahead of his retirement has created a flutter in the bureaucratic circles the top bureaucrats are somehow trying to convey it to the Government that they are the right choice for the post.
Sources told Early Times that a few bureaucrats have started hectic lobbying for the post and are making all the possible efforts to get themselves projected as the best available option for the top post.
In a related development the 1982-batch IAS officer, Khurshid Ganai, who is presently Financial Commissioner Industries and Commerce has reportedly met the ministers-one each from PDP and BJP-and is understood to have conveyed it to them that his name should be considered for the top post.
At present, Financial Commissioner Revenue, Arun Kumar is the senior most bureaucrat in JK cadre followed by his wife Sonali Kumar who is heading the State's Special Tribunal. The third IAS officer in the seniority list is A K Angurana who is on Central deputation as Secretary in the Union Ministry of Panchayati Raj. Next in the seniority list is Khursheed Ganai. Principal Secretary Planning B R Sharma is on the 5th serial in the list.
According to the insiders the Government is keen on handing over the top post to B R Sharma, who recently assisted the Chief Minister during a cabinet meeting in Srinagar, but there are a few people who are lobbying hard to get Ganie in, who is retiring in April 2016, sources said.
It is in place to mention here that erstwhile National Conference- Congress regime had recommended Ganie's name for the post of Chairman of the Public Service Commission (PSC) but the Jammu and Kashmir Governor N N Vohra turned down the recommendation of the previous regime following which the new PDP-BJP Government framed a new PSC panel with a new chairman and new members.
Had Ganie been appointed as the PSC chairman he would have opted for voluntary retirement and joined as the PSC head for the next five years but that did not happen.
Sources said that a few people are trying to project Ganie as the best option for the Chief Secretary's post to create a notion that PDP led government stands for empowerment of Muslims in JK's bureaucracy. "So far the Chief Minister Mufti Mohammad Sayeed has not taken any final decision. He (Mufti) would act after the issue of present Chief Secretary is cleared. Once it's officially announced that Khanday won't continue then only deliberations on who would be the next CS will be held," said a source.
He claimed that Chief Minister has dropped enough hints about B R Sharma being his choice for the top post.
Sources said that B R Sharma has got a clean and clear track record. His (Sharma's) credentials are better than three others who are senior to him. "If all goes well no one can stop B R Sharma and he is likely to be the next Chief Secretary of the State," the source claimed.
He said that only hitch which Sharma's appointment could face is that government would have to supersede his seniors to go ahead with his appointment.
