Panthers bat for Hindi amid 'BJP Hai, Hai' slogans
Excluding Jammu youth from revenue magistracy

JAMMU, Sept 3: Of late, the Jammu & Kashmir National Panthers Party (JKNPP) has become quite active and vocal. It has been raising Jammu region-specific issues, state-specific issues and nation-specific issues. It has been issuing detailed statements, holding press conferences, organizing dharnas and taking out marches in Jammu city and outside almost on a daily basis to make public its stand on the issues facing the people of Jammu region and the issues confronting the State and country, including secessionist movement in Kashmir, violation of ceasefire and the resultant woes of the border people and the Pakistan’s evil machinations. The fact of the matter is that the JKNPP has been putting in all serious efforts to fill the vacuum the "unpopular" BJP has created by implementing "anti-Jammu" policies or by endorsing the "anti-Jammu" and "pro-Kashmir policies". It has also been taking advantage of the unpopularity of the Congress party, which has gone virtually dormant.
On Tuesday, the JKNPP raised a very important issue that concerns the future of the educated youth. It held a dharna, charged the coalition Government with hatching a conspiracy against the Jammu youth by excluding them from the vital revenue magistracy and demanded that the Jammu youth must be given the option of making a choice between Urdu and Hindi so that they also obtained their due share in the revenue magistracy in the State. The JKNPP leadership expressed solidarity with the distressed Naib-Tehsildar aspirants of Jammu Pradesh over what it called the "whimsical inclusion of only Urdu language in the written test and protested against the PDP-BJP coalition Government for its "discriminatory attitude towards the Jammu youth", amid "BJP, Hai, Hai; BJP, Hai, Hai"; "Jammu Yuva Se Bhed Bhav, Band karo, Band karo"; and "NT Ke Imtehan Se Urdu, Bahar Karo, Bahar Karo" slogans. Its attack on the BJP was sharp and focused and it sought to create an impression that it was the BJP more than the PDP that stabbed the Jammu youth from the back and played with their career.
The issue the JKNPP raised was of great importance. To make its point, it referred to the Service Selection Board Advertisement notice No. 1 of 2015 for filling the 134 State Cadre posts of Naib-Tehsildars in the Revenue Department on April 7, 2015 against which thousands of candidates from Jammu Pradesh had filled the online application forms. The Advertisement had explained the pattern of syllabus for the respective 3 hour Objective Type written test of 180 marks in English, which was scheduled to be held in September this year was also disseminated with the break-up of 6 units vis-à-vis General English: 30, GK & Current Affairs:40, GK & Current Affairs (J&K):20, Gen Science:30, Mental Ability:30 and Computer Applications:30.
The Panthers Party also lambasted the Government by pointing out that "at a crucial stage when all the aspirants had put their hard work and utilized the precious time in the preparation of the exam, the SSB issued a draconian notice No: SSB/Sel/Secy/2015/7029-39 dated July 31,2015 introducing a new syllabus for the 3 hour Objective/ Descriptive written test of 160 marks with a break up of 7 units which included 'Descriptive Urdu language' with a weightage of 30 marks, General English:20,Gen Studies:40,Constitution of India:20, Constitution of J&K: 10, GK:25 and Mensuration:15. The JKNPP demanded forthwith withdrawal of Notification No: SSB/Sel/Secy/2015/7029-39 dated July 31,2015, introducing a new syllabus that was out-and-out anti-Jammu youth.
The JKNPP leadership was absolutely right when it tore into the coalition Government for the discriminatory approach of the SSB towards the Jammu based aspirants and charged it with adopting the "whimsical obnoxious criteria…for the written test". "The criteria would straight away divest them of an equal opportunity in the competition as this would directly benefit the aspirants of Kashmir division since they are proficient in 'Urdu' and on the contrary the applicants from Jammu region are not versed with the aforesaid language," it said, and added that the "new criteria as irrational, biased and unethical in nature". "It deprives the aspirants of their fundamental right to equality which constitutionally guarantees them an equal opportunity in the matters of employment," it rightly said.
It is indeed disturbing that the BJP has been playing with the sentiments of the people of Jammu region with whose support and vote it came into power in the State for the first time. The people of Jammu region had not voted for the BJP for getting a raw deal; they had voted the BJP with the hope that it would respect the Jammu's historic mandate and do all that was needed to be done to obtain for Jammu region a status of equality with Kashmir at all levels and in all spheres. Why is the BJP harming Jammu region? What crime did the people of this region commit by voting for the BJP? Was it a crime that they voted for it? Will it appreciate the Jammu mandate and implement its "Vision document 2014", which had promised jobs to the unemployed Jammu youth?
