Has Pakistan lost world support on Kashmir ?

After a long time,possibly for the first time in recent years,a sane voice is heard and that too from a citizen of Pakistan.This citizen of Pakistan is not an ordinary person. He has been a former Pakistani envoy to the United States.And his name should not be mistaken for the Haqqani group of terrorists because the name of the sane voice is Hussain Haq-qani. Haqqani claims that Pakistan no longer enjoys international support on Kashmir and is unlikely to get an approval for a referendum in the region from the UN Security Council.Haqqani believes that Kashmir is an emotive issue in Pakistan because of the failure of its leaders to inform their people that Pakistan no longer enjoys international support on the matter. Haqqani, who is currently Director of South and Central Asia at the Hudson Institute, said for years Pakistan has sought international support for its position that Kashmir's future must be resolved through dialogue with India and a plebiscite among the Kashmiri people.India does not even want to discuss the dispute without the end of Pakistan-sponsored terror, he added.And here lies the tragedy. New Delhi has been consistently telling Islamabad that talks and terror cannot go together. India has conveyed to Pakistan,on many occasions, that if Islambad wants to settle all bilateral problems through the process of dialogue it should first of all stop using the soil of Pakistan for exporting terror to India.And hitherto Pakistan has not responded with the result despite India's will to resume dialogue Pakistan raises one hurdle or the other leading to the rupture or cancellation of the proposed talks.
The way Haqqani has explained the developments in the UN security Council in the past seems to have not been taken note of by the people in Pakistan.Hence Haqqani says that what most Pakistanis do not know is that the last United Nations Security Council resolution on Kashmir was passed in 1957 and Pakistan could not win support for a referendum in Kashmir. And Haqqani believes that if Pakistan wanted to reopen the debate in the Security Council today it may not be able to secure UN support for referendum in Kashmir.Much water has flowed down the Jehlum since 1957,especially since 1988-89,when the valley witnessed the rise of Pakistan sponsored terrorism.And during the last over 25 years Jammu and Kashmir state has witnessed dance of death and destruction because of the activities of these militants,who receive moral, material and diplomatic support from Pakistan. This way it is clear that Pakistan wants to cause economic losses to India by way of keeping insurgency alive in Jammu and Kashmir. During the last over 25 years India has spent several thousand crores of rupees on security related expenses for tackling Pakistan sponsored militancy.
And rightly Haqqani has dished out a sermon to Pakistan saying that instead of accepting that it might be better for India and Pakistan to normalise relations by expanding trade and cross-border travel, Pakistani hardliners have stuck to a 'Kashmir-first' mantra, which they know is unrealistic.He is opposed to Pakistan's Kashmir centric idea because he believes that posturing on Kashmir gets Pakistan nowhere but its leaders feel they need to do it any way to maintain support from Islamists and the military at home. Haqqani seems to be among those diplomats who do not support India and Pakistan in their bid to teach each other a tough lesson. Haqqani is of the view that when both India and Pakistan are nuclear nations it is not possible for the one to teach a lesson to the other. In such a process peace and security stability come under stress and strain in the entire South Asian region. He, like Kashmir Chief Minister,Mufti Mohd. Sayeed, supports increase in people to people contact nd trde between the two sides so that the level of mistrust was reduced. He, like the Mufti,believes that confidence building resulting in peace and cordial ties between the two neighbouring countries. Let Islamabad stop using the soil of Pakistan for exporting t error to India and let New Delhi respond that by enlarging the process of people to people contact and trade between the two sides.
