Tech Education deptt ruins career of students, appoints teachers on academic arrangement
Leh Polytechnic students also wait for placement of permanent teaching staff

SRINAGAR, Sept 8: Department of Technical Education is virtually ruining the career of thousands of students pursuing different courses at the various Industrial Training Institutes (ITIs) and polytechnic colleges as faculty is appointed on academic arrangements and not on permanent basis.
Early Times has learnt from sources that majority of the teaching faculty in the polytechnics and ITIs is working on academic arrangement basis. The department is doing very little to appoint the faculty on permanent basis since the posts are not being referred to Jammu & Kashmir Public Service Commission (J&K PSC) for the reasons best known to the people at helm.
"Since the posts are not being referred to the PSC the teaching faculty gets engaged on academic arrangement and not on the basis of permanency. In addition to this the promotions are also pending in the department and as such the students suffer at the end of the day. The people at helm are not serious in solving the problems of the students," said sources.
A group of students pursuing diploma courses in computers and civil engineering at Government Polytechnic Leh while talking to Early Times said that there is dearth of teaching faculty at the institute. The students said that despite raising the issue many times with the concerned officials nothing has happened and they continue to suffer.
"Ever since we joined our courses there is no permanent teacher to teach us. We took up the issue with the higher ups of the polytechnic as well as with other concerned people but of no use. We are suffering like anything and the worst part is that there is nobody to listen to us. We knocked at different doors but of no avail. The officials seem to be least bothered about our problem," said the students.
The students said that they are being taught by a person who holds a degree in the Electrical Engineering and knows nothing about computer engineering and civil engineering. The worst part is that branch of electrical engineering is not available at Government Polytechnic Leh, but still then a person having a degree in this branch of engineering has been appointed there.
"In addition to this no permanent principal is being appointed at this polytechnic. This clearly shows how serious the department is in imparting technical education to the students at this polytechnic. We met the former Director and apprised him of the problems being faced by us. Like the other officials he just assured that the matter would be looked into and solved on priority. Nothing of that sort happened and we continue to suffer," said the students.
When contacted Jaswant Singh, Principal Government Polytechnic Leh acknowledged the fact that the faculty at the college has been appointed on the basis of academic arrangements. He said that he is running the affairs of all the departments at the polytechnic with the help of academic staff arrangements since no permanent teaching staff is available.
"It is not true that there are no teachers. Truth of the matter is that we have appointed people on academic arrangements and not as permanent teachers," said the Principal. When asked why permanent staff is not being appointed the Principal replied that he is not in a position to say anything in this regard. He added that only Director Technical Education can reply to such a query.
