SRINAGAR, Sept 14: Despite completing six months in office, the PDP-BJP coalition Government continues to maintain stoic silence over strengthening of anti- graft bodies in the State.
It was announced with much hype that non- performing and corrupt officials would be shown the door. As the first list was made public, the second list has been shelved with no apparent reason. It has fuelled speculations that the present regime has lost its so-called war against corruption.
Sources said at the moment Government has no proposal at hand to axe the tainted officers anytime soon.
Furthermore, the anti-graft bodies including State Accountability Commission (SAC) and State Vigilance Commission (SVC) continue to remain toothless tigers, mocking at Government claims of strengthening them and giving them teeth to act against the tainted.
"The Government maintains status quo over the functioning of the SAC and other anti-graft bodies as it believes that if strengthened, these bodies would open a Pandora's box and would instigate such a situation which would prove counterproductive for it," said sources.
It was in 2011 when Governor NN Vohra announced strengthening of the SAC, but then State Government remained unmoved even over appointing of the second member.
SAC could not take the suo-moto cognizance of any issue due to failure of the Government to empower it. The High Court had held that the SAC cannot exercise suo-moto powers in absence of inherent powers.
By the creation of the SVC, the previous Government claimed to have brought public servants in its domain.
There is a perception among the masses that the Government despite tall claims of ending corruption is virtually doing nothing to stop it. The promises and the commitments have been shelved by the helmsmen, with action against the tainted once again becoming a distant dream.
"The people of J&K have a right to ask what stand the Government has about corruption. And if it is committed to uproot the menace, then why it is exhibiting non-serious approach in strengthening the anti-graft bodies," said sources.
It remains to be seen at present that what immediate measures will the new Government take to strengthen the functioning of the various Commissions that have been established with the purpose to ensure transparency and good governance.
Also the people across JK are expecting the new dispensation to act tough against all those persons who enjoyed the luxuries of power while violating the norms and throwing rules to wind in the past. The strengthening of the SAC, SVC and other bodies would not only ensure good governance in the State but will also rebuild the lost faith of people in the institutions of justice.
