| Health Ministry posts unqualified Surgeons in-charge of hospital admn | | | Early Times Report
JAMMU, Oct 3: Health and Medical Education Department has seemingly decided to give up rules and regulations to favour blue-eyed favourites.
Qualification and specialisation have already been dumped is what has become talk of the town with doctors complaining of wrong people being posted on critical positions. In a recent transfer order issued by the Health and Medical Education Department, Assistant Surgeons were transferred and posted as Medical Superintendents and Deputy Medical Superintendents.
What makes this order contentious is the fact that most of these Assistant Surgeons do not have the mandatory qualification of Master in Hospital Administration (MHA) yet they have been assigned the task of looking after hospitals across the state. Those with MHA have already begun complaining that despite being a BJP minister, Health Minister has adjusted all the blue-eyed boys of the previous Congress-NC coalition government on prominent positions.
To begin with, present Managing Director of J&K Drug Corporation Dr. Yashpal Sharma remained OSD of then Health Minister Sham Lal Sharma, later served as Director NRHM when Taj Mohiuddin took over as Health and Medical Education Minister. It is largely believed that Sham and Taj never shared a cordial relationship but Dr. Yashpal enjoyed prize postings during the tenure of both the ministers.
And after BJP-PDP government took over, Dr. Yashpal was posted as Managing Director of the critically important J&K Medical Supplies Corporation where he continues till this date. This is despite the fact that he was believed to be close to Congress ministers yet Health Minister choose him for the top position. He has come from Congress and was once known in all the circles as "Modi Basher".
There is a buzzword in all the circles that Health Minister has left Congress but continues to have soft-corner for favourites of Congress regime. Another interesting addition in aides of Health Minister is Dr. Mohan Singh. He was Medical Superintendent of Government Dental College before he picked him up and made him Director NRHM. He is son-in-law of ex-NC minister Sardar Harbans Singh and known PDP enthusiast.
Not only these two officers, an official working in the office of Health Minister was once close aide of ex-Medical Education Minister R.S.Chib. It is believed that it is this man, who has been calling the shots alongwith another ex-Congressman. Sources said that not only this, wife of a National Conference (NC) MLC Syed Basheer Veeri has been transferred and posted in R.S.Pura, who is few kilometres away from Jammu city. They added that Health Minister has been taking special care of the requests and recommendations of National Conference (NC) leaders also.
Dr. Masrat Iqbal, who was under orders of transfer to Kargil has been brought back for reasons best known to the minister. Dr. Gurmeet Kour, who was working in Nagrota has been transferred and posted in Sarwal Hospital. Not only are these examples of Health Minister giving selective relief and penalizing several other important doctors but a number of other officers on various important positions with well-known Congress and NC loyalty continue without even being asked to give detailed account of their contribution on those positions. |
