Jammu, Oct 4: Notwithstanding the dust having settled on backdoor appointment of Ishant Sharma, son of ex-Deputy Chief Minister's controversial PRO Kewal Krishan in the Legislative Assembly a year ago, fingers continue to be raised as to how Kewal managed this with ease along with other facilities and privileges within months which other staff members are not able get in years. The then all powerful PRO had adjusted his son literally with a stroke of pen. Former Speaker Mubarak Gul is learnt to have made way for his 'smooth' entry in the LA secretariat well before Kewal found himself entangled in various controversies.
This is no base an allegation instead what the official record of letters communicated between Law department and the Raj Bhawan suggests. Sources said it was in January this year that taking cognizance of reports published in ET, Governor's Secretariat shot a letter to the Law Department citing facts in the news items on the basis of which the former sought 'factual report' in the matter. The letter dated January 25 was sent by Additional Secretary OP Bhagat and addressed to Secretary Law department Mohammad Ashraf Mir, sources said.
Sources said Law Department did respond to the letter from Governor's Secretariat with a detailed reply which though cited and referred to certain service and recruitment rules on the basis of which the Governor had competence, the bottomline of the explanations made it clear that authorities at the helm in LA Secretariat only 'obeyed' the orders of then Speaker.The officers in the LA cannot defy, disobey or ignore the orders of the Speaker, the reply stated. The reply from Law department dt 30-01-2015 No. LA-215/adm/2015 also made this revelation that it is a normal practice since decades for the LA secretariat to make appointments of class IV employees on the directions and orders of the Speakers. "This practice was in vogue during the tenure of all Speakers which can be confirmed from the records….", the reply further stated.
Sources said that reply said that so far as former Dy CM's PRO's son is concerned, one Ishant Sharma approached then Speaker Mubarak Gul and requested that he may adjusted against class IV vacancy. "The Hon'ble Speaker was pleased to mark the application to Secretary of the LA with remarks 'process and put up…' and this office in compliance of the said orders got the application processed through administration branch . The Speaker was pleased to approve the appointment of the said boy as W&W man on January 6, 2014…" the reply further stated. As for the reports of Ishant having got official residence in less than one year of his appointment, Law department vaguely responded that it was the job of the Estates department to look into allotment aspect. It may be mentioned that Ishant continues to occupy official residence at Srinagar while he is presently on duty in Jammu camp office, something again which goes against the Durbar Move rules and regulations.
