Communally sensitive Kishtwar District tops list with 54502 licenses
220628 arms licenses issued in J&K in last 6 years

Srinagar, Oct 5: In militancy hit state of Jammu and Kashmir, government shockingly issued 220628 arms licenses to various persons in last six year and communally sensitive Kishtwar District that has witnesses worst communal clashes in August 2013 tops the list with 54502 licenses issued by the various Deputy Commissioners in last six years, particularly in last seven months.
Compared to details issued by the state government ending February this year, J&K government in last seven months issued 102723 gun licenses to the people which is only 15182 short of 117905 figure of gun licenses issued by previous NC-Congress government in five years. Twin Districts of Doda (15229) and Kishtwar (54502) contributes 69731 gun licenses of 220628 which is 32 % of the total arms licenses issued by the government in the state.
As per the details , the government of militancy infested state of Jammu and Kashmir has issued 220628 gun licenses in last six year through various District Magistrates of the state to the common people, Army and other security personals for personal use and refused to provide the details of the beneficiaries of gun licenses sighting security reason. .
In reply to A.Q. No. 253 of MLA Ajay Nanda, Chief Minister Mufti Mohammad Syed who is also Minister Incharge Home through Under Secretary to Government Home Department in its reply stated that the government has issued 220628 gun licenses through 22 District Magistrates of the state. MLA Nanda has also sought community wise particulars of the persons on whose name these gun licenses was issued by the government in last six years, but the Home minister in its reply categorically denied any such information on the grounds that the gun licensees are not issued on community bases and it can be issued to anyone subject to the guidelines issued by the government of India under Arms Act/Rules and the instruction of the government of India, Ministry of Home Affairs.
As per the District wise details of the arms licensees issued by the government, Kishtwar District of Jammu Provence tops the list with 54502 gun licenses followed by Srinagar District of Kashmir province with 51118 gun licenses. As per latest data, Kulgam District of Kashmir Province has issued no gun license in last seven months and figure remained stagnant with 22,515 licenses while in Jammu province; Udhampur District Magistrates issued 21450 licenses compared 17,772 gun licenses ending February 2015. Frontier District of Rajouri of Jammu province issued 15794 gun licenses while highly militancy infested Districts of Shopian had issued 15,263 and Pulwana 7989 gun licenses in last six years.
The other Districts of the state including Bandipora District Magistrates has issued only 19 gun licenses in last six years followed by Budgham 61, Reasi 123, Leh 139, Ganderbal 154, Kathua 578, Poonch 327, Ramban 314, Anantnag 2798, Samba 875, Baramullah 840 and Kargil 1595. The other District of the state also contributed major number of gun licenses in which include Doda 15,229, Kupwara 2100 & Jammu 6845.
