Ruckus breaks out in Assembly after Cong, NC legislators storm Well of House
Legislators, marshal sustain injuries during melee

SRINAGAR, Oct 5: Ruckus broke out in the Assembly today as the legislators of Congress and National Conference stormed the Well of the House and did not allow the Question Hour to be conducted on the second day of the autumn session of the Legislature.
Most of the legislators of Congress and National Conference tore apart the list of questions and threw them towards the chair of Speaker Kavinder Gupta. National Conference legislators Abdul Majeed Bhat (Larmi) and Sheikh Ishfaq Jabbar were marshaled out of the House with one of the marshals sustaining injuries during the melee. Congress legislator Usman Abdul Majeed also sustained minor injuries during the scuffle with the marshals.
As soon as the House started its proceedings for the day legislators of National Conference and Congress stood up on their chairs and started to know the fate of the adjournment motions moved by them. The legislators belonging to the opposition parties along with MLA Kulgam Mohammad Yusuf Tarigami and MLA Khan Sahib Hakeem Mohammad Yasin wanted the adjournment of the Question Hour and instead wanted discussion on issues raised by them.
Congress legislators like Ghulam Mohammad Saroori, Usman Abdul Majeed, Asghar Ali Karbalie, Mohammad Amin Bhat, Abdul Rashid Dar and Ajaz Ahmad Khan wanted to know about the adjournment motion moved by them regarding the alleged delay in rehabilitation of 2014 flood victims and imposition of tax on people visiting Mata Vaishno Devi Shrine as well as other shrines. Some of the Congress legislators were carrying banners and placards in their hands.
On the other hand National Conference legislators like Ali Mohammad Sagar, Mubarak Gul, Altaf Ahmad Wani (Kaloo), Abdul Majeed Bhat (Larmi), Mohammad Akbar Lone and Sheikh Ishfaq Jabbar wanted to know the fate of adjournment motion moved by them with regard to discussion on the ban on the sale of beef in the state.
Without paying any heed to the uproar raised by National Conference and Congress legislators Speaker Kavinder Gupta asked Ravinder Raina of Bharatiya Janta Party (BJP) to ask the question since his question was listed at serial number one. After this he asked MLA Wachi Aijaz Ahmad Mir to ask the question to which CAPD Minister Chaudhary Zulfiqar Ali gave the reply. The Minister also replied to some of the supplementary raised by some members.
Seeing that the Speaker is not paying any heed to their repeated pleas the NC and Congress legislators started advancing the Well of the House in order to register their protest against the Government. The Congress legislators were seen crying that Government should stop further exploitation of the flood victims. They were seen waving the banners towards the press gallery with the press photographers clicking the pictures of the same.
NC legislators Altaf and Jabbar could be seen rushing towards the chair of Speaker and they wanted immediate suspension of the question hour. MLA Langate Engineer Abdul Rashid tried to break the mike as soon as PHE Minister Chaudhary Sukhnandan Kumar stood up to give reply to a question. MLA Langate entered into heated arguments with some of the BJP legislators with blows almost being exchanged.
NC and Congress legislators could be seen chanting slogans like 'RSS Sarkar Hai Hai', 'BJP Sarkar Hai Hai', 'RSS Ka Agenda Nahin Chalega' and 'Nagpur Ka Agenda Nahi Chalega'. They also took at PDP for forging alliance with BJP for forming the Government in the state.
As the Speaker observed that the House is not in order he adjourned the house for 15 minutes. As soon as the House met after the adjournment motion there was no let up in the protests by the legislators of NC and Congress. Altaf, Jabbar and Usman stood up on the table and tore the papers and threw them towards the chair of Speaker. Altaf could be seen even dancing on the table where the reporters of the Assembly carry out their professional duties.
The Speaker while quoting Rule (58) sub-rule (7) said that discussion on ban on sale of beef in the state cannot be taken since the issue has been listed in the Supreme Court. He said that adjournment motion on the issue has been disallowed and no discussion can be held over the issue.
There was complete pandemonium in the House and nothing was audible during the melee. As the Question Hour could not be carried forward the Speaker adjourned the House for the second time and this time for an hour. As the House met for the third time the Speaker ordered for the marshalling out of Larmi and Jabbar since they continued with the sloganeering. A marshal was also injured in the melee along with Usman.
As the melee was going on Minister for Horticulture, Haj and Auqaf, Abdul Rehman Veeri stood up and laid some papers on the Floor of the House. After this the Speaker announced the panel of chairmen. Following this the Speaker adjourned the House for the day. Due to the uproar in the House no calling attention notice was taken up today.
