Mining as per under law to save environment: JK SPCB

Kathua Oct 06: "Pubic Hearing" - a grievance mobile cell continued to work for the second consecutive day at village Keerian Gandyal tehsil Kathua where Shoukat Choudhary Regional Director department of Environment and Pollution Control today disclosed project likely to introduce by Union Ministry for Environment and Forests for tendering mining in rivers but before collecting grievances of locals. The programme was organized by JK State Pollution Control Board in the village.
People raised several issues and wanted to have tender for mining after following rules & regulations prescribed by Union Ministry for Environment & Forests, strict action against violation & harm to ecology. They were raising number of issues during public hearing for environmental clearance for establishment of River Bed Mining project of minor mineral (ordinary sand) in Kathua.
Sarpanch Gandiyal said businessmen did mining beyond 50 fts in river Raavi while ignoring norms which allows just 3 mtrs. He said government collects huge amount from mining but ignores damage to the river. He said unlawful mining damaged agriculture fields and several soil erosion incidents occurred in previous years along the river. He demanded vigilant inspection by JK State Pollution Control Board.
Subash Sharma expressed gratitude to the department for organizing grievance cell before issuing tender for mining. He demanded demarcation along the mining areas for checking water level and to save environment as businessmen used to cross fixed mining limit in previous years. He said businessmen did 3 mtr deep mining limit and dug more than 50 mtrs. He said well type shapes have been framed in river Ravi that is alarming.
He said employment must be given to locals in central sponsored mining scheme.
DDC Kathua, Romesh Kumar who was the chief guest in concluding function said department has recorded grievances of locals copy of which will be sent to Union Ministry for Environment and Forests to take final decision before introducing new Mining scheme. He ensured facilities to locals and said that mining during night hours to control noise & air pollution will be banned. He said mining will be taken by preserving environment of surrounding areas.
PN Dutta, Technical Consultant, said sand mining is mandatory to protect environment but it must be taken under norms prescribed to save environment. He said Union ministry will taken favorable step to save environment and water level of the river.
