Ignoring SLSC directions, CAMPA sends 5.25 Cr in 3 years | | | Arun Singh Early Times Report Jammu, Oct 6: Despite clear directions of State Level Steering Committee (SLSC) for not utilizing the money under State Compensatory Afforestation Fund Managment and Planning Authority until an issue of implementation of Central Forest Conservation Act 1998 in the State is resolved, the State Compensatory Afforestation Fund Managment and Planning Authority spent Rs 5.25 crore in three years. Sources told Early Times that in pursuance of Central Forest Conservation Act, 1980 and Supreme Court's directions, the money received towards Net Present Value (NPV), Compensatory Afforestation (CA) etc. was to be deposited with the Central Adhoc Compensatory Afforestation Fund Managment and Planning Authority. "In this connection, State government had raised a doubt on its implementation of Central Forest Conservation Act, 1980 by citing a view point that the State has its own Forest Conservation, Act 1997 and whether the same was applicable to the State or not," they said further adding that in order to sort out the issue, a State Level Steering Committee (SLSC) was constituted in 2007 which decided that the money received towards Net Present Value (NPV), Compensatory Afforestation (CA) etc. shall not be utilized till the matter was resolved by the Supreme court. They said adding that the matter was resolved in 2010 by the Central Empowered Committee (CEC), and the State CAMPA was to deposit only Net Present Value (NPV) of the compensation received in lieu of diversion of forest land under Forest Conservation Act with the Central Adhoc Compensatory Afforestation Fund Managment and Planning Authority but Department, brushing aside the directives, during the intervening period of decision taken by the State Level Steering Committee (SLSC) and till resolution of the issue, an amount of Rs 5.25 crore was spent from CAMPA money on payment of loan, advances, sports meet, payment to private hotels etc. This resulted in un-authorized expenditure to that extent. |
